Februar~ 23, 1999 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, February 23, 1999, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. <br />Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., City Manager Ronald W. Massie, City Attorney G. Timothy Oksman. <br /> <br /> Councilman J. Thomas Benn III opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on February 3, 1999, a Called Meeting on February 4, 1999, a Called <br />Meeting on February 5, 1999, a Called Meeting on February 6, 1999, and a Called <br />Meeting on February 9, 1999, a Regular Meeting on February 9, 1999 and was adopted <br />by unanimous vote. <br /> <br />99-42 - Presentations: <br /> <br />· Proclamation presented to Dr. Elizabeth Daniels, NAACP President, for "African <br /> American History Month." <br /> <br />· A special "1 Have A Dream" rendition by Master Vernell Wood. <br /> <br />- Public Hearing - <br /> <br />99-43 - Public hearing on rezonings and use permit: <br /> <br />(a) Z-98-07 AIRLINE CORRIDOR- Portsmouth Redevelopment and Housing <br /> Authority requests rezoning from M-1 to M-1R at 3115 Airline Boulevard. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, to concur with the <br />recommendation of the Planning Commission that Z-98-07 be approved on first reading, <br />and was adopted by unanimous vote. <br /> <br />(b) Z-99-01 SIMONSDALE NEIGHBORHOOD - John B. and Deborah A. Stanley <br /> request a rezoning from C-I-K to C-I-K at 4510 Portsmouth Boulevard. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that Z-99-01 be approved on first reading, <br />and was adopted by unanimous vote. <br /> <br />(c) UP-99-02 AIRLINE COMMERCIAL CORRIDOR - Fallstar Associates requests a <br /> use permit to operate wholesale/retail bakery at 4017 Turnpike Road. <br /> <br /> Motion by Mr. Whitehurst, and seconded by <br />recommendation of the Planning Commission that <br />reading, and was adopted by unanimous vote. <br /> <br />Mr. Moody, to concur with the <br />UP-99-02 be approved on first <br /> <br />- City Manager's Report- <br /> <br />99-44 - Adoption of a resolution authorizing the City Manager to release a maintenance <br /> easement and a storm drain easement adjacent to the Seawall. <br /> <br />These easements affect the former "The Max" restaurant site, which is <br />scheduled for development into a hotel site. This action clears the way <br />for clean site for construction. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to release a maintenance <br /> easement and storm drain easement adjacent to the Seawall. <br /> <br /> <br />
