<br />This appropriates $5,574 in the Federal Grants Fund for three LEAA grants received by
<br />the City. This-appropriates $2,790 for Court Administration and Equipment in the Court
<br />of Hustings, $1,272 for Tralnln~ and Education of Law Enforcement Officers and Personnel
<br />in the Police Department, and $1,512 for Improvement of Prosecution and Other Activities
<br />in the Commonwealth Attorney's office.
<br />
<br />There are $4,876 of Federal funds in the above grants, and $698 of local money."

<br /> The above funds represent the second allocation from the Public Employment Program,
<br />and the $33,600 is Portsmouth's share of this allocation. This brings the total funds
<br />allocated to Portsmouth for the Summer Youth Program to $159,910. These funds will be
<br />used to hire unemployed youth for public service summer jobs.
<br />
<br /> Based on programs submitted to the U. S. Department of Labor, the City will employ
<br />approximately 243 unemployed youth for a 12 week period."

<br /> On motion of Mr. Johnson and seconded by Mr. Smith, the.following ordinance was app

<br /> 73-222 - "I submit the attached ordinance and recommend it be placed on first
<br />reading. This amends the ordinance for Finance and Taxation changing the General Capital
<br />Improvement Fund to be known as General Debt Service Fund. This fund is currently being
<br />used to receipt all consumer utility taxes for payment of debt service. The new title
<br />for this fund was recommended by the Municipal Finance Commission at its last regularly
<br />scheduled meeting."
