<br /> 73-225 "i submit the attached resolution and recommend its adoption. This
<br />requests the Virginia Department of Welfare and Institutions to establish a State-operated
<br />Court Social Service unit for the Juvenile and Domestic Relations District Court.
<br />
<br /> Since the Juvenile Court will be established as a District Court under the State
<br />system, the Judge of the Juvenile Court feels the Probation Officers should be under
<br />the State system. The State will assume 100% of the cost of salaries.
<br />
<br /> It is necessary to approve this resolution for the State to take over the Probation
<br />Officers."
<br />
<br /> On motion of Mr. King and seconded by Mr. Smith, the following resolution was
<br />adopted, and by the following vote:
<br />
<br />"A RESOLUTION REQUESTING THE DIRECTOR OF THE VIRGINIA DEPARTMENT OF W~LFARE
<br />AND INSTITUTIONS TO ESTABLISH A STATE-OPERATED COURT SOCIAL SERVICE UNIT
<br />FOR THE JUVENILE AND DOMESTIC RELATIONS DISTRICT COURT OF PORTSMOUTH.
<br />
<br /> WHEREAS, Sections 16.1-204 and 16.i-205 of the Code of Virginia, 1950 as amended,
<br />permits cities with the approval of their governing bodies and after consultation with
<br />the Chief Judge of the Juvenile and Domestic Relations District Court to request the
<br />establishment of a State-operated Court Social Service Unit for their Juvenile and Domesti
<br />Relations District Courts; and
<br />
<br /> WIiEREAS, after consultation with the Chief Judge of the Juvenile and Domestic Relatio
<br />District Court for the City of Portsmouth, it has been determined that the establishment
<br />of such a State-operated Court Social Service Unit would be beneficial to the operation
<br />of said Court; and
<br />
<br /> WHEREAS, it is felt that the establishment of such a unit would be beneficial to
<br />the citizens of Portsmouth.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that it
<br />hereby requests and strongly urges the Director of the Stat~ Department of Welfare and
<br />Institutions to establish a State-operated Court Social Service Unit for the Juvenile
<br />and Domestric Relations District Court of Portsmouth in accordance with Sections 16.1-
<br />204 and 16.1-205 of the Code of Virginia, 1950, as amended.~

<br />the design has been approved by the City Council. They desire to receive this approval
<br />as soon as possible as the Highway Commission will meet on June 21, 1973."

<br />"A RESOLUTION APPROVING THE DESIGN FOR THE NEW WEST NORFOLK BRIDGE, RT. 164,
<br />PROJECT 0164-124-101, PE10i, RW-201, C501, B601.
<br />
<br /> WHEREAS, the Virginia Department of Highways and the City of Portsmouth propose
<br />to construct a new West Norfolk Bridge within the corporate limits of the City of Portsmou
<br />and have prepared design plans for the same, designated as Rt. 164 (West Norfolk Bridge),
<br />Project 0164-124-101, PE-I0i, RW-201, C501, B601; and
<br />
<br /> WHEREAS, on April 26, 1973, the Virginia Department of Highways held a public hearin
<br />on said.design plans as required by law; and
<br />
<br /> WHEREAS, the said project design plans have now been submitted to the Council for
<br />its consideration.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the design plans for Rt. 164 (West Norfolk Bridge), Project 0164-124-101, PE-101,
<br />RW-201, CS01, B601 as presented at the aforesaid public hearing is hereby approved as
<br />submitted.
<br />
<br /> BE IT FURTHER RESOLVED that the Council recommends that careful consideration be
<br />given to all comments presented at said public hearing or received during the prescribed
<br />period following said public hearing."
