<br /> NOW, THEREFORE. BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the certain terms and conditions of an agreement as attached hereto between the
<br />cities of Norfolk, Virginia Beach, Chesapeake, Portsmouth. Suffolk, Nansemond, Newport
<br />News. Hampton and Williamsburg relating to the TENPIN system are hereby approved.

<br /> BE IT FURTHER RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the City }4anager is hereby authorized and directed to execute said agreement."

<br /> 73-238 'I submit the attached resolution and recommend its adoption. This
<br />resolution expresses the City of Portsmouth's concern over Sanitation Commission to
<br />provide adequate sewage facilities for the Churchland area.
<br />
<br /> The commission will be meeting on June 13 to discuss allocation of sewage flows
<br />for the various subdivisions. Our concern is the lack of plans for additional sewage
<br />facilities for the anticipated growth of this-area."
<br />
<br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following resolution was
<br />adopted, and by the following vote:
<br />
<br />"A RESOLUTION EXPRESSING THE CONCERN OF THE COUNCIL OF THE CITY OF PORTSMOUTH
<br />OVER THE LACK OF ADEQUATE PLANS TO PROVIDE ADEQUATE SEWAGE FACILITIES FOR THE
<br />CHURCHL~ND AREA OF THE CITY.
<br />
<br /> WHEREAS, the City of Portsmouth, Virginia, is presently experiencing a deficiency
<br />in the number and quality of housing units available to its citizens; and
<br />
<br /> WHEREAS, normal
<br />area of the City of
<br />and
<br />
<br />growth and the construction of residential units in the Churchland
<br />Portsmouth should partially alleviat~ the aforesaid deficiency;
<br />
<br /> W~ERBAS, timely construction of residential units in the Churchland area depends,
<br />in part, upon the provision of adequate sewage facilities; and
<br />
<br /> WHEREAS, there seems to be a present lack of adequate planning to provide for
<br />such facilities; and
<br />
<br /> WHEREAS, the Hampton Roads Sanitation District is charged with the responsibility
<br />of planning and providing sewage facilities in Churchland; and
<br />
<br /> I~HEREAS, the lack of adequate planning and the failure to provide sewage facilities
<br />in a timely manner will inordinately hinder residential unit construction in the Church-
<br />land area of this City, such retarded growth being to the extreme detriment of the
<br />citizens of the City of Portsmouth.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City o{ Portsmouth~ Virginia,
<br />that it hereby expresses its extreme concern over the lack of plans for the provision
<br />of a8eauate sewage facilities in the Churchland area of the City and that it strongly
<br />urges that the Hamnton Roads Sanitation District direct its immediate attention to
<br />the planning for and the provision of sewage facilities in the Churchland area of
<br />the City.

<br /> BE IT FURTHER RESOLVED that the City Clerk is hereby directed to forward a certified
<br />copy of this resolution to each of the members of the Hampton Roads Sanitation District
<br />Commission and to the General Manager and Chief Engineer of said Commission and that
<br />such copies be tendered before the Commission's June 13th meeting."

<br /> 73-24? :'I submit the attached resolution and recommend its adoption. This resolutio
<br />requests the President of the United States to establish a priority allocation system
<br />for the supply of gasoline, diesel fuel and heating oils for municipalities, This
<br />is necessary to provide essential public services.
<br />
<br /> Bids were recently requested for suppying gasoline and fuel oil to the four Tidewater
<br />localities. No bids were received. Our current contract expires June 30, 1975, and
<br />we have been allocated for the month of June, 70% of what was used in June of 1972.
<br />Our current supplier has agreed to furnish us gasoline until the end of July. To
<br />date we have not been able to develop a source to furnish gasoline beginning August
<br />1, 1973."

<br /> On motinn of Mr. Smith and seconded by Mr. Early, the following resolutin was adopted
<br />and by the following vote:

<br />"A RESOLUTION URGING THE-PRESIDENT OF THE UNITED STATES %O D~L~IEDIATELY
<br />ESTABLISH A PRIORITY ALLOCAT%ON SYSTEM FOR THE SUPPLY OF' GASOLINE, DIESEL
<br />FUEL AND HEATING OILS TO MUNICIPALITIES SO AS TO INSURE ADEQUATE SUPPLIES
<br />AT REASONABLE PRICES FOR THE PROVISION OF ESSENTIAL PUBLIC SERVICES.
<br />
<br /> WHEREAS, municioalities of the area and the City of Portsmouth are experiencing
<br />extreme difficulties-in procuring fuel required to provide essential public services;
<br />and
