Motion of Mr. Johnson and seconded by Mr. Smith, that permits be granted to Portsmout. <br />Catholic Elementary School and Holy Angels Catholic Church, was adopted by unanimous vote. <br /> <br /> 73-234 "I am in receipt of the attached letter from the Recreation Commission. <br />This is recommending the construction of two tot lots -- one at the Junior High School <br />in Merrifields and the other on City-owned property on Burnham Road. The estimated <br />cost of these two lots for materials only amounts to $5,757. <br /> <br /> Since these two proposed lots are generally in the northern section of the Churchland <br />area, it is my recommendation .that only the one on Burnham Road be constructed at <br />this time. It is further recommended that the funds to be allocated for this project <br />be taken from another project allocated in the Capital Improvement Program for 1972- <br />73." <br /> <br /> Motion of Mr. Smith and seconded by Mr. Johnson, thattthe lot on Burnham Road be <br />granted, was adopted by unanimous vote. <br /> <br /> 73-235 "I submit the attached resolution and recommend its adoption. This <br />requests the State Highway Department to furnish industrial access funds for the improve- <br />ments to Seaboard Avenue in the Pinners Point area. These improvements are necessary <br />for the activities related to the Portsmouth Marine Terminal. We have been advised <br />that these funds can be made available if this resolution is approved prior to the <br />next meeting of the State Highway Commission." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION REQUESTING THE STATE HIGHWAY COMI~.IISSION TO PARTICIPATE IN THE <br />CONSTRUCTION OF AN INDUSTRIAL ACCESS ROAD IN THE CITY OF PORTSMOUTH. <br /> <br /> WHEREAS, Section 53.1-221 of the Code of Virginia, 1950, authorizes the State Highway <br />Commission to participate in the cost of construction of industrial access roads; and <br /> <br /> WHEREAS, the City of Portsmouth now proposes to construct an industrial access <br />road along the present route of Seaboard Avenue from 158', more or less, west of the <br />center line of Hill Avenue to 120', more or less, east of the center line of Spencer <br />Street a distance of 2250 feet. <br /> <br /> WHEREAS, the City is willing to do what is necessary on its part to construct the <br />said industrial access road. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the State Highway Commission is requested to participate in the construction of <br />an industrial access road, pursuant to section 33.1-221 of the Code of Virginia, !9S0, <br />which said road will be located along the present route of Seaboard Avenue from 1S8', <br />more or less, west of the center line of Hill ;~enue to 120~, more or less, east of <br />the center line of Spencer Street a distance of 2250 feet. <br /> <br />BE iT FURTHER RESOLVED that the City of Portsmouth agrees: <br /> <br />1. To furnish the necessary right of way, or <br />to acquire such right of way by purchase using <br />funds, other than industrial access funds, <br />available to it from its general revenues; <br /> <br />2. To adjust any utilities <br />proposed right of way at no <br />and <br /> <br />located within the <br />cost to the state; <br /> <br />3. To reconstruct, maintain and improve the <br />proposed industrial access road after the same <br />has been constructed in the same manner as other <br />streets and roads in the City are reconstructed, <br />maintained and improved. <br /> <br /> BE IT FURTHER RESOLVED, that a copy of this resolution be forwarded to each member <br />of the State Highway Commission." <br /> <br />Ayes: Early, Hotley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 73-236 "Bids were received June 11, 1973, for sale of surplus Water <br />property located in the Cities of Nansemond and Suffolk.
