June ~ .2., <br /> <br /> On motion of Mr, Smith~kafid seconded by Mr. Johnson, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A ~ <br /> R~SOLUTION ADOPTING A PLANNED USE REPORT FOR GENERAL REVENUE SHARING FUNDS <br /> FOR ENTITLEMENT PERIOD III (JANUARY 1, 1973 TO JUNE 30, 1973) AND DIRECTING <br /> CERTAIN ACTIONS BE TAKEN WITH REGARD TO SAID REPORT. <br /> <br /> iCHEREAS, Federal regulations require that a P!anned Use Report detailing the <br />expenditures of general revenue sharing funds be submitted to the Secretary of the Depart <br />ment of~the Treasury; and ' <br /> ~..}~nREAS, such a Planned Use Report has been drafted and is attached hereto; and <br /> ;~EREAS, said Planned Use Report for Entitlement Period III designates the following <br />expenditures: <br /> <br />Operating/Maintenance <br />Expenditures <br /> <br />Capital Expenditures <br /> <br />Public Safety $388i743.00 <br /> <br />Multipurpose and <br />General Government <br />Public Safety <br />Others <br /> <br />$250,000.00 <br />$ 75,000.00 <br />$637,468.00 <br /> <br />For a total of $1,531,211.00; and <br /> <br /> WHEREAS, Federal regulations further specify that the City Manager certify that <br />no entitlement funds have been used in violation of the prohibition against the use <br />of entitlement funds for the purpose of obtaining matching Federal funds; and <br /> <br /> I'~EREAS, Federal regulations further specify that a pUblic hearing be held with <br />regard to the use of said general revenue sharing funds; and <br /> <br /> WHEREAS, Federal regulations further specify that a copy of each said Planned Use <br />Report be advertised in a newspaper of general circulation within the City of Portsmouth <br />and that the news media within this City and general area be advised of the publication <br />of said Planned Use Report and that said Planned Use Report be made available for public <br />inspection at the City Clerk's Office during normal business hours. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that it does hereby ratify and adopt the Planned Use Report as attached hereto and the <br />expenditure of funds as detailed in said report for Entitlement Period III (January <br />1, 1975 to June 30, 1973), and~ that said report be forwarded by the City Manager to <br />the Secretary of the Department of the Treasury. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is hereby directed to make the certifica <br />tion required as specified hereinabove. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk is hereby directed to advertise a public <br />hearing concerning the use of said general revenue sharing funds for Entitlement Period <br />III, such hearing to be held in this Chamber on Tuesday, July 24, 1975, at 7:30 P.M. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk is hereby directed to publish a copy <br />of the said Planned Use Report as attached hereto in a newspaper of general circulation <br />in this City and to advise the news media of this area of the publication of said report, <br />and further to make said Planned Use Report available for public inspection at his office <br />during normal working hours (8:50 A.M. to 5:00 P.M., weekdays)." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 73-232 "I am in receipt of the attached letter from the Virginia Port Authority <br />requesting authorization to expend funds from the surplus revenues for capital improvement <br />at the Portsmouth Marine Terminal. They desire to expend funds for the following projects <br /> <br />(1) Renovation of Field Office $ 5,400 <br />(2) Additional Concrete Paving $ 8,800 <br />(3) Miscellaneous Asphalt Paving $42,000 <br /> ($4,000 of PMT revenue) <br />(4) Ship Water Supply ~i $ 2,100 <br /> <br />I recommend that the Virginia Port Authority be authorized to expend these funds." <br /> <br /> On motion of Mr. King and seconded by Mr. Smith, to concur i~:%he recommendation of <br />theCCity Manager, was adopted by the following vote: <br /> <br />Ayes: Early,:Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 73-233 - "I am in receipt of a letter from the P.T.A. of the Portsmouth Catholic <br />Elementary SchoOl requesting a permit for bingo games. I recom~mend a permit be granted." <br />(Letter also received from Holy Angels Catholic Church-permit be granted.) <br /> <br /> <br />
