51 <br /> <br />June 12, 1973 <br /> <br /> 73-227 - "I submit the attached resolution and recommend its adoption. This requests <br />the State Health Department to include the Rental Housing Program in its biennial budget. <br /> <br /> The Rental Housing Program is administered through the Health Department; however, <br />it is funded 100% with local funds as the State Health Department has not had the funds. <br />If it were funded by the State, it would require only 45% of local funds. <br /> <br /> The State Health Department is requiring this resolution which states the City will <br />provide its local cost before they will include it in their budget." <br /> <br /> On motion of Mr. Smith and seconded ~y Mr. Johnson, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION URGING THE DIRECTOR OF THE DIVISION OF LOCAL HEALTH SERVICES <br />OF THE STATE HEALTH DEPAR~fENT TO INCLUDE WITHIN HIS PROPOSED COOPERATIVE <br />BUDGET FOR THE NEXT BIENNIUM THE FUNDING OF A CERTAIN HEALTH PROGRAM FOR <br />THE CITY OF PORTSMOUTH KN0}~ AS THE RENTAL HOUSING INSPECTION <br /> <br /> }~EREAS, in order to obtain partial state funding for the rental housing inspection <br />program, it is required that the Council of the City of Portsmouth, by resolution, request <br />that such funding be included in the State Health Department's cooperative budget for <br />the next biennium; and <br /> <br /> WHEREAS, the City Council deems that the rental housing inspection program is of <br />critical importance,to the future welfare of the inhabitants of the City of Portsmouth; <br />and <br /> <br /> WHEREAS, it has been determined by the City Council that such program has in the <br />past contributed to a better and more healthy stock of rental housing within the City <br />by upgrading rental housing units to the minimum housing standards of the City and by <br />forcing the rehabilitation or removal of blighted housing; and <br /> <br /> WHEREAS, it is the sense of Council that the best interests of the citizens of the <br />City of Portsmouth will be beneficially served by the continuation of the rental housing <br />inspection program. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council Of the City of Portsmouth, Virginia, <br />that it requests and strongly urges the Director of the Division of Local Health Services <br />of the State Department of Health to include within his proposed cooperative budget for <br />the next biennium a request for partial funding of the City's rental housing inspection <br />program. <br /> <br /> BE IT FURTHER RESOLVED that the City of Portsmouth does hereby commit itself to fund <br />its local share of said program." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 73-228 - "I submit the attached resolution and recommend its adoption. This appoints <br />$ viewers for the closing of a portion of Meander Road lying between Turnpike Road and <br />Harbor Road and County Street. This has been requested by Lewis Chevrolet Corporation <br />and approved by the Planning Commission." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following resolution was <br />adopted, and by the following vote: <br /> <br />"RESOLUTION APPOINTING VIEWERS FOR CLOSING A PORTION OF MEANDER ROAD LYING <br />BET}~EN TURNPIKE ROAD ON THE SOUTH AND EAST AND }~RBOR ROAD AND COUNTY STREET <br />ON THE NORTH AND WEST. <br /> <br /> WHEREAS, Lewis Chevrolet Corporation has made application to vacate and close the <br />hereinafter described portion of a certain street and it appearing that notice of the <br />application and request for the appointment of viewers was duly posted on May 11, 1975, <br />on the bulletin board of the Court of Hustings for the City of Portsmouth, on the bulletin <br />board of the Circuit Court of the City of Portsmouth, and on the bulletin board of the <br />Municipal Court, Civil Division, of the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that Frank N. Bilisoly, James V. McGehee, Raymond Tweed, Zatmon I. Blachman and R. Irvine <br />Smith, be appointed viewers to view the hereinafter described portion of such street and <br />report to this Council in writing whether in their opinion, any, and if any, what inconven <br />ience would result from vacating and closing the following: <br /> <br /> That portion of Meander Road which lies between Turnpike Road, on the <br />South and East; and Harbor Road and County Street, on the North <br />and West." <br /> <br />Ayes:Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays:None <br /> <br /> 73-Z29 - "I submit the attached resolution and recommend its adoption. This appoint~ <br />S viewers for the closing of a portion of West Road adjacent to Maryview Hospital.
