.hme 26_ 1073 <br /> <br /> 1. For the purpose of providing £unds for the ~orthside Urban Renewal Project <br />{Va. R-39); for the development of the Obici Farm; for equipment for I. C. Norcom <br />High School; for repairs to the wall of Oak Grove Cemetery; for the renovation of the <br /> Social Service Building on King Street; for repairs to the roof of No. 11 Fire Station; <br /> for the conversion of the heating system of the Lightship Museum; for the construction <br /> of a Pro Shop at Sleepy Hole Golf Course; for improvements to Towne Point Road; for <br /> purchase of the Merchants ~ Farmers Bank building; for rehabilitation of two incinerators; <br /> and for the demolition of streets in the Northside Urban Renewal Project (Va. <br /> and in the Parkview Urban Renewal Project (Va. R~8), there shall be issued Eight Hundred <br /> Twenty-eight Thousand, Seven Hundred Fifty and 00/100 ($828,750.) Dollars of bonds <br /> of the City of Portsmouth, to be known as General Obligation Bonds pursuant to the <br /> provisions of Chapter S of Title 1S.1 of the Code of Virginia, i9S0, as amended, and <br /> other provisions of law applicable thereto. The said bonds shall be serial bonds and <br /> shall be issued at one time and shall be in such form and of such denomination as the <br /> Council shall direct. Each issue shall be payable not exceeding forty {40) years from <br /> its date and said bonds shall bear interest at a rate or rates to be hereafter determined <br /> by the Council upon the sale of said bonds, providing that the maximum rate of interest <br /> shall not exceed the maximum rate of interest authorized by law at the time of the <br /> sale of said bonds. <br /> <br /> 2. This resolution shall take effect from the date of its passage." <br /> See vote page 76 <br /> 73-253 "I submit the attached resolution and recommend its adoption. This autho? <br />rizes the amending of the Charter Agreement of the Southeastern Virginia Planning District <br />Commission to provide for alternates for members who are elected officials. <br /> <br /> The Charter amendment was passed by SVPDC at its meeting of April 26, 1973, and <br />will become effective only upon the adoption of a concurrent resolution by six of the <br />nine member jurisdictions." <br /> <br /> "A RESOLUTION CONCURRING IN THE AMENDMENT OF THE CHARTER AGREEMENT OF THE <br /> SOUTHEASTERN VIRGINIA PLANNING DISTRICT COMMISSION TO PROVIDE FOR ALTERNATES <br /> FOR MEMBERS WHO ARE ELECTED OFFICIALS. <br /> <br /> WHEREAS, the Virginia Area Development Act authorizes Planning District Charter <br />Agreements to provide for alternates for elected officials who are members of a planning <br />district commission; and <br /> <br /> WHEREAS, the Southeastern Virginia Planning District Commission has recommended <br />that its Charter be amended to provide for alternates for members who are elected official ; <br />and <br /> <br /> WHEREAS, the aforesaid Charter can be amended only upon the adoption of concurring <br />resolutions by the governing bodies of two-thirds of the governmental subdivisions <br />in the district; <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br /> 1. That it herehy concurs in amending the Charter Agreement of the <br />Virginia Planning District Commission by adding to Article II thereof, a <br />numbered 7, such new section to read as follows: <br /> <br />Southeastern <br />new section <br /> <br /> Section 7. Alternate Members. The governing body of a member governmental subdivisi <br />may-appoint one of its members as an alternate member of the Commission to act in lieu <br />of one of the elected officials from that jurisdiction who is a regular member of the <br />Commission. Such .alternate member may substitute for such a regular member at a meeting <br />of the Commission or one of its committees but shall not succeed to any office of the <br />Commission or one of its committees held by the regular member so replaced. The alternate <br />member shall advise the chairman of any meeting of his presence and shall specify the <br />member for whom he is substituting. An alternate member of the Commission may be removed <br />from office at any time with, or without, cause by the appointing body. An alternate <br />member who ceases to be a member of the appointing governing body shall ipso facto <br />cease to be an alternate member of the Commission. <br /> <br /> 2.
