.hme 26_ 1073 1. For the purpose of providing £unds for the ~orthside Urban Renewal Project {Va. R-39); for the development of the Obici Farm; for equipment for I. C. Norcom High School; for repairs to the wall of Oak Grove Cemetery; for the renovation of the Social Service Building on King Street; for repairs to the roof of No. 11 Fire Station; for the conversion of the heating system of the Lightship Museum; for the construction of a Pro Shop at Sleepy Hole Golf Course; for improvements to Towne Point Road; for purchase of the Merchants ~ Farmers Bank building; for rehabilitation of two incinerators; and for the demolition of streets in the Northside Urban Renewal Project (Va. and in the Parkview Urban Renewal Project (Va. R~8), there shall be issued Eight Hundred Twenty-eight Thousand, Seven Hundred Fifty and 00/100 ($828,750.) Dollars of bonds of the City of Portsmouth, to be known as General Obligation Bonds pursuant to the provisions of Chapter S of Title 1S.1 of the Code of Virginia, i9S0, as amended, and other provisions of law applicable thereto. The said bonds shall be serial bonds and shall be issued at one time and shall be in such form and of such denomination as the Council shall direct. Each issue shall be payable not exceeding forty {40) years from its date and said bonds shall bear interest at a rate or rates to be hereafter determined by the Council upon the sale of said bonds, providing that the maximum rate of interest shall not exceed the maximum rate of interest authorized by law at the time of the sale of said bonds. 2. This autho? rizes the amending of the Charter Agreement of the Southeastern Virginia Planning District Commission to provide for alternates for members who are elected officials. The Charter amendment was passed by SVPDC at its meeting of April 26, 1973, and will become effective only upon the adoption of a concurrent resolution by six of the nine member jurisdictions." "A RESOLUTION CONCURRING IN THE AMENDMENT OF THE CHARTER AGREEMENT OF THE SOUTHEASTERN VIRGINIA PLANNING DISTRICT COMMISSION TO PROVIDE FOR ALTERNATES FOR MEMBERS WHO ARE ELECTED OFFICIALS. WHEREAS, the Virginia Area Development Act authorizes Planning District Charter Agreements to provide for alternates for elected officials who are members of a planning district commission; and WHEREAS, the Southeastern Virginia Planning District Commission has recommended that its Charter be amended to provide for alternates for members who are elected official ; and WHEREAS, the aforesaid Charter can be amended only upon the adoption of concurring resolutions by the governing bodies of two-thirds of the governmental subdivisions in the district; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That it herehy concurs in amending the Charter Agreement of the Virginia Planning District Commission by adding to Article II thereof, a numbered 7, such new section to read as follows: Southeastern new section Section 7. Alternate Members. The governing body of a member governmental subdivisi may-appoint one of its members as an alternate member of the Commission to act in lieu of one of the elected officials from that jurisdiction who is a regular member of the Commission. Such .alternate member may substitute for such a regular member at a meeting of the Commission or one of its committees but shall not succeed to any office of the Commission or one of its committees held by the regular member so replaced. The alternate member shall advise the chairman of any meeting of his presence and shall specify the member for whom he is substituting. An alternate member of the Commission may be removed from office at any time with, or without, cause by the appointing body. An alternate member who ceases to be a member of the appointing governing body shall ipso facto cease to be an alternate member of the Commission. 2. The City Clerk is hereby directed to forward a certified copy of this resolution to the Southeastern Virginia Planning District Commission."
