<br />This appropriates $25,500 to pay for the master drainage plan for the northwest portion
<br />of the Churchland area.
<br />
<br /> The study was authorized in November, 1972, in order that the City would have suffic
<br />data for the orderly development of a drainage system for this area which is rapidly devel¢
<br />lng. The plans have been submitted to the City this past week by R. Kenneth Weeks Enginee~
<br />
<br /> On motion of Mr. Johnson and seconded by Mr. Smith, the following ordinance was
<br />approved on first reading, and by the following vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $25,500 FROM THE GENERAL IMPROVEMENT FUND
<br />FOR A DRAINAGE STUDY FOR THE NORTHWEST SECTION ~F CHURCHLAND.
<br />

<br />
<br /> 75-251 "I submit the attached ordinance and recommend it be placed on first reading.
<br />This appropriates $12,S70 for the Summer Recreation Support Program.
<br />
<br /> The program will provide transportation of approximately 2,500 underprivileged
<br />youths to become involved in, either as spectators or participants, various forms of
<br />recreational activities.
<br />
<br /> Further, a'programof low organized athletics, games, arts and crafts and sports
<br />will be offered at several locations. The program will be for disadvantaged youths,
<br />eight through thirteen years, and will be conducted for eight weeks."
<br />
<br /> On motion of Mr. Smith and seconded by Mr. Holley, the following ordinanc~ mas
<br />approved on first reading and by the following vote:

<br />"AN ORDINANCE TO APPROPRIATE $12,570 FROM THE FEDERAL GRANTS FUND FOR
<br />A SUMMER RECREATION SUPPORT PROGRAm."

<br /> 73-252 - "I submit the attached resolution and recommend its adoption. This authoriz~
<br />the issuance of General Obligation Bonds for capital projects. The resolution covers
<br />all capital authorizations made during fiscal 1972-75 that have not previously been author
<br />rized for bonding.
<br />
<br />The breakdown of these funds is as follows:

<br />"A RESOLUTION AUTHORIZING THE ISSUANCEOF $828,750. OF BONDS OF THE CITY
<br />OF PORTSMOUTH, VIRGINIA~ TO BE KNOWN AS GENERAL OBLIGATION BONDS FOR THE
<br />PURPOSE OF PROVIDING FUNDS FOR THE NORTHSIDE URBAN RENEWAL PROJECT ~
<br /> (VA. R-39); FOR THE DEVELOPMENT OF THE OBICI FARM; FOR EQUIPMENT FOR I.
<br />C. NORCOM HIGH SCHOOL; FOR REPAIRS TO THE~WALL OF OAK GROVE CEMETERY;
<br />FOR THE RENOVATION OF THE SOCIAL SERVICE BUILDING ON KING STREET; FOR
<br />REPAIRS TO THE ROOF OF NO. 11 FIRE STATION; FOR THE CONVERSION OF THE
<br />HEATING SYSTEM IN THE LIGHTSHIP MUSEUM; FOR THE CONSTRUCTION OF A
<br />PRO SHOP AT SLEEPY HOLE GOLF COURSE; FOR IMPROVEMENTS TO TOWNE POINT
<br />ROAD; FOR PURCHASE OF THE MERCHANTS & FARMERS BANK BUILDING; FOR THE
<br />REHABILITATION OF TWO INCINERATORS; AND FOR THE DEMOLITION OF STREETS
<br />IN THE NORTHSIDE URBAN RENEWAL PROJECT (VA. R-39) AND IN THE PARKVIEW
<br />URBAN RENEWAL PROJECT (VA. R-48).
<br />
<br /> WHEREAS, it is necessary for the City of Portsmouth to provide funds for the various
<br />projects as hereinafter set forth; and
<br />
<br /> WHEREAS, there are no funds in the treasury of the City of Portsmouth applicable
<br />to the payment of said expenses and the costs of said projects and it is accordingly,
<br />necessary to issue bonds of the City of Portsmouth in the sum of Eight Hundred Twenty-
<br />eight Thousand, Seven Hundred Fifty and 00/100 ($828,750.) Dollars for that purpose.

<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
