O'Brien, Jr., City Attorney. <br /> <br />Prayer was offered by Councilman King. <br /> <br /> Motion of Mr. Smith and seconded by Mr. Johnson, minutes to be approved as <br />was adopted by the following vote: <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />T~e2f$11owing reports from the City ~{anager were read: <br /> <br /> 73-249 ~i~'I-s~bmit the attached four ordinances and recommend <br />first reading. These are all changes necessary to changes made in <br />the last session of the General Assembly. <br /> <br />they be placed on <br />the State Code at <br /> <br />received, <br /> <br /> The first ordinance amends the City Code pertaining to holidays for City employees. <br />It establishes the eleventh day of November as Veterans Day rather than the third Monday <br />in October. <br /> <br /> The second ordinance inserts the words "agricultural property" in the Code, Section <br />13-17.6, pertaining to abandoned motor vehicles. This prohibits inoperative motor vehicl, <br />on open land. Licensed automobile dealers, salvage dealers or scrap processors as of <br />June 26, 1970, are exempt. <br /> <br /> The third ordinance amends Section 18~26 pertaining to the direction of traffic. <br />It provides for the Chief of Police deputizing persons over the age of eighteen years <br />without the power of arrest for the limited purpose of directing traffic. <br /> <br /> Section 18-55 adds the words "sample" and "breath" pertaining to a chemical analysis <br />to determine the alcoholic content of the blood. <br /> <br /> The fourth ordinance adds a new section providing a fine and jail sentence for anyone <br />who attempts to violate the drug abuse ordinance. <br /> <br />Section 19-29 is amended to exclude legal bingo games." <br /> <br /> On motion of Mr. Smithaand seconded by Mr. Johnson, the following ordinance was <br />approved on first reading and by the follow&ng vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THECC~TY OF <br />BY AMENDING SECTION 2-56 THEREOF PERTAINING TO <br />EMPLOYEES." <br /> <br />PORTSMOUTH, VIRGINIA, 1961, <br />LEGAL HOLIDAYS FOR CITY <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />Il) <br /> <br /> On motion of Mr. Smithaand seconded by Mr. Johnson, the following ordinance was <br />approved on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />1961, BY AMENDING SECTION 1~-17.6 THEREOF PERTAINING TO ABANDONED MOTOR <br />VEHICLES." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />(2) <br /> <br /> On marion of Mr. Smith and seconded by Mr. Johnson, the following ordinance was <br />approved on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />1961, BY AMENDING SECTION 18-26 THEREOE PERTAINING TO AUTHORIZATION OF <br />CERTAIN OFFICERS TO DIRECT TRAFFIC AND PROCEDURES TO BE UTILIZED THERE- <br />IN; AND BY AMENDING SECTION 18-55 THEREOF PERTAINING TO PRESUMPTIONS <br />FROM ALCOHOL CONTENT OF BLOOD." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />(3) <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following ordinance was <br />approved on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />BY AMENDING CERTAIN SECTIONS OF CHAPTER 19 OF SAID CODE, SUCH AMENDED <br />SECTIONS PERTAINING TO DISORDERLY HOUSES AND CO~hMON NUISANCES; BINGO <br />AND LOTTERIES; AND ADDING A NEW SECTION THERETO CONCERNING ATTEMPTS <br />TO VIOLATE DRUG ABUSE ORDINANCES." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />(4) <br /> <br />Chamber <br /> <br /> <br />
