<br />OF GROSS REVENUE IN LIEU OF LICENSE TAXES BY INTRAURBAN BUS COMPANY."

<br /> Motion of Mr. Smith and secondedbby Mr. Johnson, to concur in the recommendation
<br />of the City Manager to execute the agreement, was adopted by unanimous vote.

<br /> 75-285 - "I submit the attached agreement between the State Highway Department
<br />and the City of Portsmouth and recommend the proper City officials be authorized to sign.
<br />This is for the construction of the additional lanes on the Churchland Bridge.
<br />
<br /> Bids were taken for this project and McLean Contracting Company of Baltimore was
<br />the apparent low bidder at $2,999,400. This includes $55,000 for a 12" water main which
<br />the City requested be installed at the time of construction. Portsmouth's share of this
<br />cost is $487,750. This represents 15% of all costs except the $55,000 for the water
<br />line which is 100% City cost. The low bid is approximately 15% over the Highway Departmen
<br />estimate; however, they would like to award the contract to this firm.

<br /> Bids received were on estimated quantities and the City will be committed to ~artici
<br />pate in the actual cost of the project with the percentages applied. The City's share
<br />of the cost of this construction will come from capital improvement funds which were
<br />allocated to construction of the new West Norfolk Bridge during the fiscal year 1975-
<br />74. Construction of this bridge will not take place during this year as projected in
<br />the Capital Improvement Program for 1972-77."

<br />This appropriates $3,750 in Federal funds for the Summer Youth Transportation Program.

<br /> This appropriaton provides all funds necessary for direct transportation to and
<br />from employment or employment-related activities for youths to manpower, educational,
<br />cultural, or recreational activities. The appropriation for operation of the Summer
<br />Youth Program was previously authorized. This appropriation provides the funds that
<br />will supplement other efforts to provide youth meeting established Department of Labor
<br />poverty criteria with transportation services."

<br />This appropriates $11,227 in the Federal Grants Fund for riot and Crowd control equipment
<br />
<br /> These funds will be used to provide the City of Portsmouth with the equipment
<br />necessary for crowd control and protection of our law enforcement officers in the event
<br />of a civil disturbance. There are $8,420 Federal funds included in the above appropriatic
<br />and $2,806 of local money required for the purchase of equipment. The local money has
<br />been previously budgeted in the Police Department's budget for 1973-74."

<br />reading. Thi~ appropriates $38,056 for the operation of two Federal grants under the
<br />category of Community-based Correctional Programs and Serwices for Adults.

<br /> There are two programs included in the above approplriation of which $19,616 is
<br />for the operation of the Work Release Program which would allow inmates of the jail
<br />
