¸89 <br /> <br />July 24. 1975 <br /> <br /> 73-319 - "I submit~ the~attached Ordinance and recommend it be placed on first <br />reading. This amends the City Code pertaining to the speed limits on railroad trains <br />within the City. <br /> <br /> This updates the City Code for the speed limits of trains in the various sections <br />of the City. This is necessary due to previous annexations. <br /> <br /> Districts one and two remain the same but District three boundaries are changed <br />to include all land south of the Western Branch of the Elizabeth River and the speed <br />limit set at twenty-five miles per hour. <br /> <br /> District four has been added to provide for the Western Branch area and the speed <br />limit set at fifteen miles per hour." <br /> <br /> On motion of Mr. King and seconded by Mr. Smith, the following ordinance was ap- <br />proved on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, <br />BY AMENDING SECTION 24-1 PERTAINING TO THE SPEED LIMITS UPON RAILROADS LYING <br />WITHIN THE CITY." <br /> <br />Ayes: Holley, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 73-3~0 "I submit the attached ordinance and recommend it be placed on first <br />reading. This appropriates $10,000 for the purchase of a lot on Shore Line Drive <br />necessary for the construction of a sewer pumping station. <br /> <br /> The lot is being purchased from the Churchland Land Corporation and the price is <br />within the present market value of other comparable parcels in this area. The pumping <br />station will serve the Hatton Point Farms subdivision. The funds are to come from Public <br />Utility Bond proceeds for Capital Improvements. The project is in the Capital Improvement <br />plan for 1972-74." <br /> <br /> On motion of Mr. Smith and seconded bY Mr. King, the following ordinance was ap- <br />proved on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $10,000 FROM THE GENERAL CAPITAL IMPROVEMENT <br />FUND FOR THE PURCHASE OF LAND FOR A SEWAGE PUMPING STATION." <br /> <br />Ayes: Holley, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 75-321 - "I submit the attached ordinance and recommefid it be placed on first readin <br />This appropriates $14,S14 of State funds for the purchase of library books. <br /> <br /> The City Librarian has just recently been advised that these funds will be coming <br />from the State." <br /> <br /> On motion of Mr. Smith and seconded by Mr, Holley, the following ordinance was <br />approved on first reading, and by.the following vote: <br /> <br />"AN©ORDINANCE TO APPROPRIATE $14,514 FROM THE GENERAL FUND FOR THE PURCHASE <br />OF LIBRARY BOOKS FOR THE PORTSMOUTH PUBLIC LIBRARY." <br /> <br />Ayes: HOlley, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 75-322 - "I submit the attached resolution and recommend its adoption. This appoints <br />five viewers for the closing of Griffin Street between Fifth Street and Seaboard Coast <br />Line Railroad tracks. <br /> <br /> John J. Kelly Corporation and Rauk Associates have requested this closing and <br />it has been approved by the Planning Commission." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Holley, the following resolution was <br />adopted, andbby the following vote: <br /> <br />"A RESOLUTION APPOINTING VIEWERS FOR CLOSING A PORTION OF GRIFFIN STREET <br />BETWEEN FIFTH STREET AND THE SEABOARD COASTLINE RAILROAD TRACKS (S-73-11). <br /> <br /> WHEREAS, John J. Kelley Corporation and Rank Associates have made application <br />to vacate and close the hereinafter described portion of a certain street and it appearing <br />that notice of the application and request for the appointment of viewers was duly posted <br />on May 17, 1973, on the bulletin board of the Court of Hustings for the City of Portsmouth <br />on the bulletin board of the Circuit Court of the City of Portsmouth, on the bulletin <br />board of the Municipal Court, Civil Division, of the City of Portsmouth~ <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that Frank N. Bilisoly, James V. McGehee, Raymond Tweed, Louis J. Leitner and James <br />L. Choate, be appointed viewers to view the hereinafter described portion of such street <br />and report to this Council in writing whether in their opinion, any, and if any, wb~lt <br />inconvenience would result from vacating and closing the following: <br /> <br /> <br />
