On motion of Mr. Smith and seconded by Mr. Wentz, the following ordinance was approve on first reading, and by the following vote: "AN ORDINANCE TO APPROP~IAIE$62,714 FROM THE FEDERAL GRANTS FUND FOR A POLICE DEPARTMENT PLANNING AND ANALYSIS UNIT." Ayes: Holley, King, Smith, Wentz, Barnes Nays: NQne 73-312 "I submit the attached ordinance and recommend it be'placed on first reading This appropriates $86,559 in the Federal Grants Fund for a Juvenile-based Transaction Statistics Information System. This appropriation will provide the funds necessary to implement a Juvenile Informa~ tion System utilizing the system design developed for the Cities of Chesapeake and Norfolk The program will provide the fourth increment of the prototype system for the four-city pilot study under the Pilot Cities Program. There is $76,100 in Federal funds and $10,259 in State funds included in the above appropriation." Ayes: Holley, King, Smith, Wentz, Barnes Nays: None 73-313 - "I submit the attached ordinance and recommend it be placed on first reading This appropriates $128,783 in the Federal Grants Fund for a Juvenile Courts Specialized Service Behavior Modification Program. This appropriation will provide the funds for additional services and personnel for the Juvenile Court. The personnel will do research of delinquent behavior and develop methods of altering that behavior. The impact of this program should decrease the number of arrests, convictions, and months of incarceration for the treatment group. There is $91,422 in Federal funds, and $57,56i in State funds included in the above appropriation."
