Johnson. <br /> <br />prayer was offered by Councilman King. <br /> <br /> Motion of Mr. Smith and seconded by Mr. Wentz, the minutes to be approved as <br />received, was adopted by the following vote: <br /> <br /> Ayes: Holley, King, Smith, Wentz, Barnes <br /> Nays: None <br />7Z-307 - <br /> Mayor Barnes presented a resolution of commemoration of Anne Almond Adair to <br />~usband, Adm. Jamie Adair, Ret. <br />73-308 <br /> Resclutiomof Appreciation were presented to the following: <br /> <br />her <br /> <br />Mr. Lloyd Peele for his services on the Munieaipal Finance Commission. <br />Mr. Arnold H. Leon for his services on the Citizens Advisory Committee. <br /> <br /> 73-309 Public Hearing on proposed plan for use of General Revenue Sharing Funds <br />was presented as follows: <br /> <br /> "The Council <br />July 24, 1973, in <br />following: <br /> <br />of the City of Portsmouth will conduct a public hearing at 7:30 p.m., <br />the Council Chambers, 4th Floor, No. 1 High Street, concerning the <br /> <br /> THE PROPOSED EXPENDITURE OF GENERAL-REVENUE SHARING FUNDS FOR ENTITLEMENT PERIOD <br />III: (Jan. 1, 1973 to Jun.30, 1973). <br /> <br />Operating/Maintenance Expenditures <br />Public Safety $388,743.00 <br />Capital Expenditures <br />Multipurpose and General Government <br />Public Safety $75,000.00 <br />Others $637,468.00 <br />For a total of $1,351,211.00 <br /> <br />$250,000.00 <br /> <br /> The proposed plan for use of General Revenue Sharing Funds is available in the <br />City Clerk's ~ffice. <br /> <br />All interested persons are invited to appear at the time and place aforementioned." <br /> <br />The following persons s~oke: <br /> <br />Mr. James Jenkins, 3103 Brighton Street, on behalf of Senior Citizens. <br />Mr. Hugh Adams, Jr., 4302 Manchester Road, representing Mental Health 8 <br />RRe~ation Services Board. <br /> Mr. E. Walter Lewis, 3521 Arlington Place, on behalf of Senior Citizens. <br /> Mrs. A. P. Adams, Sr., 5406 Portsmouth Boulevard, Senior Citizen. <br /> <br />Mental <br /> <br />The following reports from the City Manager were read: <br /> <br /> 73-310 - "I submit the attached ordinance and recommend it be placed on first read- <br />ing.. This appropriates $1,351,211 in the Federal Revenue Sharing Trust Fund for revenues <br />received for entitlement period 3. <br /> <br /> The above appropriation includes <br />in the Public Safety category. Also, <br />$2S0,000 for debt retirement, $75,000 <br /> <br />$388,743 for operating and maintenance expenditures <br />under capital expenditures, this appropriates <br />for equipment, and $637,468 for capital projects. <br /> <br /> The capital expenditures will be for drainage as previously adopted by resolution <br />of the Plan Use Report on June 12, 1973." <br /> <br /> On motion of Mr. Smith and seconded by Mr. King, the following ordinance was approve~ <br />on first reading, andbby the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $1,351,211 <br />FUND FOR PUBLIC SAFETY, DEBT RETIREMENT, <br />IMPROVEMENTS." <br /> <br />IN THE FEDERAL REVENUE SHARING TRUST <br />PURCHASE OF EQUIPMENT AND DRAINAGE <br /> <br />Ayes: King, Smith, Wentz, <br />Nays: None <br />AbsSaining: Holley <br /> <br />Barnes <br /> <br /> 75-311 - "~ submit the attached ordinance and recommend it be placed on first reading <br />This appropriates $62,714 in the Federal Grants Fund for a Police Planning and Analysis <br />Unit. <br /> <br /> <br />
