This autho- <br />rizes the construction of sidewalks along the north side of the 5500 block of Glasgow <br />Street. <br /> <br /> In accordance with the City Code, 7S% of the property owners have submitted a petit <br />requesting the installation of the sidewalks. The City is required to construct the <br />sidewalks and pay one-half of the cost. The balance zs to be assessed against the abutt <br />ing property owners. <br /> <br /> They will be billed on their tax bills over a five-year period for their pre-rata <br />cost." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following resolution was <br />adopted, and by the following vote: <br /> <br />"~RBMOLUtION~,AU~HORIZIMGL~HELCONSTRUG%ION OF A SIDEWALK ALONG THE NORTH <br />SIDE OF THE 5500 BLOCK OF GLASGOW STREET BETWEEN POTOMAC AVENUE AND CAMBRIDGE <br />AVENUE, WHERE STANDARD SIDEWALKS DO NOT NOW EXIST, THE COST THEREOF TO BE <br />APPORTIONED BETWEEN THE CITY AND THE ABUTTING LANDOWNERS, AND DIRECTING <br />THAT AN ABSTRACT OF THIS RESOLUTION BE RECORDED TOGETHER WITH A STATEMENT <br />SHOWING THE ESTIMATED AMOUNT THAT WILL BE ASSESSED AGAINST EACHJSUCH LAND- <br />OWNER. <br /> <br /> WHEREAS; by petition submitted in accordance with law certain abutting landowners <br />have petitioned the City of Portsmouth to construct a sidewalk along the north side <br />of the 5500 block of Glasgow Street between Potomac Avenue and Cambridge Avenue. where <br />standard sidewalks do not now exist, the cost thereof to be apportioned between the <br />City and the abutting landowners; and <br /> <br /> WHEREAS; notice has been duly given to the abutting landowners, as provided by <br />law, that a hearing would be held before the Council of the City of Portsmouth on August <br />14, 1975, at 7:50 P. M., in the Council Chambers; and <br /> <br /> WHEREAS; said hearing has been duly held and in the judgment of the Council the <br />said sidewalk should be constructed. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth: <br /> <br /> Section 1: That the construction of a sidewalk along the north side of the 5500 <br />block of Glasgow Street between Potomac Avenue and Cambridge Avenue, where standard <br />sidewalks do not now exist, is hereby authorized. <br /> <br /> Section 2: That the cost of constructing said sidewalk, when the same shall have <br />been ascertained, shall be apportioned by the City Assessor between the City of Portsmou <br />and the abutting landowners, and assessed against said abutting landowners, as provided <br />by law. <br /> <br /> Section 5: That the City Clerk shall forthwith cause to be recorded an abstract <br />of this resolution, together with a statement showing the ownership and location of <br />the property to be affected by the proposed sidewalk and the estimated amount that will <br />be assessed against each abutting landowner in accordance with the statement thereof <br />on file in his office." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 73-354 "I submit the attached budget received from the Tidewater Transportation <br />District Commission. This recommends expenditures of $104,124 for fiscal year 1973- <br />74. <br /> <br /> While this appears to be a substantial budget for this new operation, I feel that <br />it is imperative that the City of Portsmouth participate in this Commission. I recommen, <br />that the City participate to the extent of one-fourth of the suggested budget or $26,051 <br /> <br /> Motion of Mr. Smith and seconded by Mr. Johnson, to concur in the recommendation <br />of the City Manager, was adopted by unanimous vote; <br /> <br /> 73-555 - "I submit the attached ordinance and recommend it be placed on first readi: <br />This appropriates $24,625 for a Police Management Study. $6,125 of this will be local <br />funds, with $18,500 in Federal funds financed through an LEA grant. <br /> <br /> The end result of this study will provide recommendations and alternatives for <br />the improvement of the management and operational effectiveness of the Police Department <br />with respect to current and anticipated needs.
