This appoint <br />five viewers for the closing of a portion of Douglas Avenue located south of the southerr <br />right-of-way line of Columbia Street. <br /> <br /> The Virginia Electric and Power Company has requested this closing. <br />approved by the Planning Commission." <br /> <br />It has been <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION APPOINTING VIEW~S FOR CLOSING A PORTION OF DOUGLAS AVENUE <br />LOCATED SOUTH OF THE SOUTHERN RIGHT OF WAY LINE OF COLUMBIA STREET (S-73-13]. <br /> <br /> WHEREAS, the Virginia Electric and Power Company has made application to vacate <br />and close the hereinafter described portion of a certain street and it appearing that <br />notice of the application and request for the appointment of viewers was duly posted <br />on July 31, 1973 on the several bulletin boards of the Circuit Court of the City of <br />Portsmouth and on the bulletin board of the General District Court of the City of Portsm <br />mouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that Frank N. Bilisoly, R. Irvine Smith, Zalmon I. Blachman, Louis J. Leitner and James <br />L. Choate, be appointed viewers to view the hereinafter described portion of such street <br />and report to this Council in writing whether in their opinion, any, and if any, what <br />inconvenience would result from vacating and closing the following: <br /> <br /> All that certain piece or parcel of land lying and being in the <br />City of Portsmouth, Virginia and comprising that portion of Douglas <br />Avenue located between the southern right of way line of Columbia <br />Street and the rear lot line of Parcels 78-82, as more fully shown <br />on Tax Plate 199 on file in the Office of the City Assessor, <br />Portsmouth, Virginia." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 73~352 - "I submit the attached resolution and recommend its adoption. <br />rizes the transfer of City-owned property to Allan L. If these are <br />acceptable to the City Council, the resolution should be adopted." <br /> <br /> On motion of Mr. Smith and seconded~by Mr. Johnson, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CERTAIN CITY-OWNED <br />PROPERTY TO ALLAN L. SEGAL (WATER STREET PROPERTY). <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, has accepted the bid <br />of Allan L. Segal to purchase certain property hereinafter described; and <br /> <br /> WHEREAS, Allan L. Segal has <br />of a restaurant facility on this <br />bids; and <br /> <br />submitted architectural plans for the construction <br />property as required by the public advertisement for <br /> <br /> WHEREAS, the plans submitted have been fully reviewed by this council and found <br />to be suitable and appropriate for development of this land. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the architectural plans submitted by Al}an L. Segal are approved and the City <br />Manager is hereby directed to convey the said property to Allan L.
