i02 <br /> <br />August 14, 1973 <br /> <br /> The railroad company has agreed to grant the crossing and the cost of construction <br />will be paid bY the Highway Department in the construction of the interchange." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION AGREEING TO ACQUIRE AND FURNISH RIGHT OF WAY FOR THE CONSTRUCTION <br />OF AN EXTENSION TO SEAGUARD AVENUE (FO~IERLY KNO}~ AS MOORVIEW AVENUE), SUCH <br />RIGHT OF WAY TO BE PROVIDED FOR AN ACCESS ROAD REQUIRED IN THE CONSTRUCTION <br />OF THE GREENWOOD DRIVE INTERCHANGE, PROJECT 0264-124-103-PE-101, C-S01, B-606. <br /> <br /> }VHEREAS, the construction of the Greenwood Drive Interchange, Project 0264-124- <br />103, PE-101, C-S01, B606 requires the acquisition of right of way for the construction <br />of an access road into certain property isolated by said interchange; and <br /> <br /> WHEREAS, the State Highway Department will build such interchange and said access <br />road if the City of Portsmouth agrees to acquire the right of way therefor and assures <br />that such access road will be maintained as a public right of way; and <br /> <br /> WHEREAS, the agreement concerning the construction of the interchange and said <br />access road requires also that the City of Portsmouth agree to remove, at City expense, <br />the existing railroad crossing of the Seaboard Coast Line Railroad located approximately <br />$00 feet southwest of Greenwood Drive upon the completion of the construction of the <br />proposed access road. <br /> <br /> NOW, THEREFORE, B~ IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that it does hereby agree to acquire needed right of way for the extension of Seaguard <br />Avenue (formerly known as Moorview Avenue), and that it further agrees to maintain <br />such extended access road as a public right of way and that it will remove at its expens~ <br />the existing railroad crossing of the Seaboard Coast Line Railroad located approximately <br />300 feet southwest of Greenwood Drive upon the completion of the proposed extended <br />Seaguard Avenue (formerly known as Moorview Avenue), all the foregoing being in considera <br />of the construction by the State Highway Department of the extended access road to <br />certain property isolated by the construction of the Greenwood Drive Interchange, Project <br />0264-124-103, PE-101, C-S01, B-606." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 73-349 "I submit the~a~Ached agreement and recommend the proper City officials <br />sign this agreement. This is an agreement with the State Highway Department for the <br />improvements to Victory Boulevard. <br /> <br /> The improvement to this highway is under the TOPICS Program which will upgrade <br />the traffic signalization and the intersections will be reconstructed. This will improve <br />the traffic flow on this highway as well as the cross streets. <br /> <br /> The cost of the project is $1,268,150, of which the City must pay 15%. The City <br />has, however, elected to install larger storm drainage p~pe in accordance with the <br />master drainage plan. This increases the City cost to $279,608.S0. This autho~ <br /> These are parts of surplus <br /> <br />These will be advertised for public bid." <br /> <br /> On motion of Mr. Johnson and seconded by Mr. Smith, the following ~esolution was <br />adopted, and by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE AND RECEIVE BIDS <br /> M~R EERTEIN~TY-OWNED PROPERTY (LONDON BOULEVARD JIB PARCELS). <br /> <br /> ~HEREAS, the City of Portsmouth currently owns several parcels of land located <br />on the north side of London Boulevard; and <br /> <br /> WHEREAS, the several parcels are more fully identified as Parcels 25, 26, and <br />Z9 as sho~m on Tax Plate S8, on file in the Office of the City Assessor; and <br /> <br /> h~EREAS, said parcels are residual pieces which were acquired but not utilized <br />in the construction of London Boulevard; and <br /> <br /> WHEREAS, the City of Portsmouth has no further need for said parcels and they <br />are, therefore, surplus property. <br /> <br />:ion <br /> <br /> <br />
