<br /> As you are aware, the City is now subsidizing the bus company in the amount of
<br />$7,500 per month. This is on a temporary basis for an eight-month period. It would
<br />appear that in order to give the service which the senior citizens are requesting,
<br />the City would have to subsidize the bus company somewhere in the vicinity of $11,000
<br />additional per month if free service is provided.

<br /> It is my recommendation that anf decision on this be delayed until it is decided
<br />what permanent solution to the bus operation is made. This should be accomplished
<br />in February, 1974, the end of the current agreement."

<br /> 73-371 "It is necessary that the City begin preliminary engineering studies
<br />towards "secondary treatment" at the Pinners Point Treatment Plant. Under regulations
<br />of the Federal Government, the City is required to provide secondary treatment by 1977.
<br />There is also a provision in the State law that requires the State to provide 85% of
<br />the cost of these improvements. The State is now in the process of preparing an applica-
<br />tion for funds from E.P.A. for the City in fiscal year 1974.
<br />
<br />The following engineering services are needed by the City:
<br />
<br />Study of grit removal and sludge disposal.
<br />Study of treatment plant modifications.
<br />Design of grit and sludge disposal facilities.
<br />System review phase of study on infiltration/inflow.
<br />Miscellaneous engineering services.
<br />
<br /> Greeley and Hansen, Engineers, designed and supervised the construction of the
<br />City's treatment plant and they also designed and supervised the modifications that
<br />were made to increase the capacity. I recommend this firm be employed to do the necessar
<br />engineering work towards improving the sewage treatment plant for secondary treatment."

<br /> Motion of Mr. King and seconded by Mr. Smith, to concur in the recommendation of
<br />the City Manager, was adopted by unanimous vote.
