This urges <br />the State Highway Department to file an application for Federal funds under the Urban <br />High Density Provisions of the 1973 Federal Highway Act. <br /> <br /> Under the provisions of the 1973 Federal Highway Act, there is provided funds for <br />one project in each state in an urban high density area. The downtown tunnel crossing <br />between Norfolk and Portsmouth qualifies as a project under this provision. If the <br />construction of an additional tube and bridge could be accomplished under these funds, <br />it could relieve the tolls now being charged on the tunnel. It is my understanding <br />that the City of Norfolk has previously adopted a similar resolution." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following resolution was <br />adopted, and by the following vote: <br /> <br />~'A RESOLUTION URGING THE STATE HIGHWAY DEPAR~4ENT TO FILE AN APPLICATION <br />FOR FUNDS UNDER THE URBAN HIGH DENSITY PROVISIONS OF THE 1973 FEDERAL <br />HIGHWAY ACT, SUCH FUNDS TO BE UTILIZED FOR THE ELIZABETH RIVER TUNNELS. <br /> <br /> WHEREAS, the 1973 Federal Highway Act includes provisions for each state <br />funds for an additional ten miles of interstate mileage under the Urban High <br />Provisions thereof; and <br /> <br />to obtain <br />Density <br /> <br /> WHEREAS, it <br />adjoining these <br />under the Urban <br /> <br />is the feeling of Council that the Elizabeth River Tunnels and the area <br />tunnels fully qualify for application of such funds as are available <br />High Density Provisions of the 1973 Federal Highway Act; and <br /> <br /> WHEREAS, the acquisition of such funds would assist in the retiring of <br />as been incurred for the construction of such tunnels and would assist in <br />construction of future tunnels; and <br /> <br /> such debt <br />the cost of <br /> <br /> WHEREAS, funding from this source could relieve the need for tolls being charged <br />for use of said tunnels. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />that it hereby urges the State Highway Department to file an application for <br />the Urban High Density Provisions of 1973 Federal Highway Act, such funds to <br />for the Elizabeth River Tunnels." <br /> <br />Virginia, <br />funds under <br />be utilized <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 73-393 - "I submit the attached ordinance and recommend that <br />reading. This ordinance amends Section 10-17 oftthe City Code, <br />Facilities Debt Service?Fund. <br /> <br />it be placed on first <br />establishing a Port <br /> <br /> This fund is required in order that the City may deposit all funds received from the <br />operation of the Port Facility into a debt service fund for retirement offfuture bond <br />issues.
