<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOU%H, VIRGINIA, BY ADDING
<br />THERETO SECTIONS 10-65.1, 10-65.2, 10-65.3, 10-65.4, 10-65.5, 10-6S.6 and
<br />10-65.7 PROVIDING FOR CERTAIN REAL ESTATE TAX RELIEF FOR THE ELDERLY."

<br />On motion of Mr. Johnson and seconded by Mr. King, to adopt~the ordinance.

<br /> Motion of Mr. Smith and seconded by Mr. Wentz, to amend the motion, make it
<br />effective July 1, 1974 instead of January 1, 1974, was defeated by the following vote:

<br />73-396 The following letter received from Director of Planning, was read:
<br />
<br /> "At its regular monthly meeting on September 4, 1973, the City Planning Commission
<br />received from its staff on behalf of the City Manager's Workable Program Coordination
<br />Committee a proposal for %he area to be dealt with in our systematic Codes Enforcement
<br />Program. The area designated "HIGHLANDS" lies between George Washington Highway and Desp
<br />Creek Boulevard from Frederick Boulevard to the Chesapeake Corporate Limits. It contains
<br />two housing projects administered by the U. S. Navy and the Williams Court Housing Projec
<br />which is being phased out by the City of Chesapeake. The area is adjacent to "Cradock"
<br />which has been the subject of an earlier effort of this type.
<br />
<br /> Overall, development of this program has been reviewed favorably by the Citizens
<br />Advisory Committee (CAC). In recommending your approval, the City Planning Commission
<br />is acting in accordance~with procedures laid down by the City Manager in the process of
<br />an earlier Workable Program Recertification. The attached brochures will be distributed
<br />throughout the "HIGHLANDS" neighborhood by various inspectors involved in the Codes En-
<br />forcement effort in an attempt to explain this program and enlist support of citizens ~f-
<br />fected."
