The resolution appoints five viewers to report on this closing." <br /> <br /> On motion of Mr. King and seconded by Mr. Early, the following resolution was adopted <br />and by the following vote: <br /> <br /> "A RESOLUTION APPOINTING VIEWERS FOR CLOSING A PORTION OF LEONARD AVENUE <br /> LOCATED SOUTH OF PORTSMOUTH BOULEVARD (S-73-14). <br /> <br /> WHEREAS, P. Winfred Thomson, Thomas R. Dail, and B. R. Johnson, trading as The <br />Manor Shops have made application to vacate and close the hereinafter described portion <br />of a certain street and it appearing that notice of the application and request for <br />the appointment of viewers was duly posted on September 25, 1973 on the several bulletin <br />boards of the Circuit Court of the City of Portsmouth and on the bulletin board of the <br />General District Court of the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council.of the City of Portsmouth, Virginia, <br />that Frank N. Bilisoly, Raymond Tweed, Zalmon I. Blachman, Louis J. Leitner, and James <br />L. Choate, be appointed viewers to view the hereinafter described portion of such street <br />and report to this Council in writing whether in their opinion, any, and if any, what <br />inconvenience would result from vacating and closing the following: <br /> <br /> Such portion, if any, of Leonard Street as may exist immediately to <br />the South of that portion closed by Ordinance of the City of Portsmouth <br />adopted by Council on December 23, 1965, and being any part of Leonard <br />Avenue shown on the Plat of Mayflower Park, Plat No. 2, of record in <br />the Office of the Clerk of the Circuit Court of the City of Chesapeake, <br />Virginia, in Map Book 34, at ~page 2, as may have been omitted from the <br />description of the Ordinance closing a portion of said street as afore- <br />mentioned." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 73-433 "I submit the attached resolution and recommend its adoption. This authori: <br />the City Manager to advertise and receive bids for surplus City-owned property. These <br />are lots 1 through 6 inclusive, Block 4, on the northeast corner of Bradford Terrace <br />and Guthrie Street. Almost the entire property is under water. Mr. William E. Stevens <br />of Suffolk, Virginia desires to purchase these lots. This has been approved by the <br />Planning Commission." <br /> <br /> On motion of Mr. Smith'and seconded.~by Mr. Johnson, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE AND RECEIVE BIDS <br />FOR CERTAIN CITY-OWNED PROPERTY [BRADFORD TERRACE LOTS). <br /> <br /> WHEREAS, the City of Portsmouth currently owns a parcel of land located at the <br />northeast corner of Bradford Terrace and Guthrie Streets; and <br /> <br /> WHEREAS, this parcel is more fully identified as Parcel 2 as shown on Tax Plate <br />64, on file in the Office of the City Assessor, the said parcel being comprised of <br />Lots 1 through 6; and <br /> <br /> WHEREAS, the City of Portsmouth has no further need for said parcels and they <br />are, therefore, surplus property and have been so declared by the Planning Commission. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the City Manager be, and he hereby is, authorized to advertise and receive bids <br />for the hereinabove described property on such terms and subject to such minimum bid <br />restrictions as he may deem proper." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, W~ntz, Barnes <br />Nays: None <br /> <br /> 73-434 "I~mubmit thexm~R¢hed resolution and recommend its adoption. L. White of Portsmouth, Virginia, desires to purchase this lot containing <br />approximately 1,S00 sq. ft.
