152 <br /> <br /> WHEREAS, the Authority and the City of Portsmouth have approved Amendment No. <br />1 to the Conservation Plan for the Park View Conservation Project which redesignates <br />said document to "Park View Conservation and Redevelopment Plan for the Park View Cen- <br />servation and Redevelopment Project, Va. R-48~'; and <br /> <br /> WHEREAS, said Amendment No. 1 requires adjustments in certain improvements previousl <br />proposed to be undertaken by the City of Portsmouth in conjunction with said Project <br />as outlined in the document entitled, "Revision No. 1 to the Cooperation Agreement, <br />Park View Conservation Project, Va. R-48,'~ approved on January 9, 1973; and <br /> <br /> WHEREAS, a revised Cooperation Agreement for the said project has been prepared <br />which adjusts the obligations of the City to coincide with said Amendment No. 1, which <br />revision has been carefully reviewed at this meeting; and <br /> <br /> WHEREAS, the City Council is cognizant of the conditions that are imnosed in the <br />undertaking and carrying out of urban renewal projects with Federal financial assistance <br />under Title I, including those prohibiting discrimination because of race, color, creed, <br />or national origin. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth: <br /> <br /> 1. That all and singular terms of a certain agreement entitled "Revision No. 2 <br />to the Cooperation Agreement for the Park View Conservation and Redevelopment Project, <br />Va. R-48" between the Portsmouth Redevelopment and Housing Authority and the City of <br />Portsmouth dated October 23, 1973, a copy of which is attached hereto, be and the same <br />hereby are approved. <br /> <br /> 2. That the City Manager is hereby authorized and directed to execute the aforemen~ <br />tinned cooperation agreement on behalf of the City of Portsmouth, and the City Clerk <br />to duly attest and attach the seal of said City." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 73-455 - "I submit the attached ordinance and recommend it be placed on first <br />reading. This amends the City Code pertaining to the rate of fare that taxicabs cam~ <br />hha~g~. This establishes a new rate of 60¢ for the first 1/5 mile or fraction thereof. <br />The present rate is 50¢ for the first 1/2 mile or fraction thereof. This will make the <br />taxicab fare the same as in the surrounding localities." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following ordinance was <br />approved on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO A~END THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, <br />BY AMENDING SECTION 34-9 THEREOF PERTAINING TO RATES OF FARE CHARGEABLE <br />BY TAXICAB DRIVERS." <br /> <br />Ayes: Early, Molley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 73-45~ The following information furnished by the City Manager regarding <br />eastern Water Authority of Virgimia, and as submitted by Henningson, Durham and <br />Consultants, Norfolk, Virginia: <br /> <br />South- <br />Richardso <br /> <br />"lst Recommendation <br /> <br /> The Authority (SWAV) should proceed immediately to submit applications to <br />necessary agencies for withdrawal from the Blackwater and Nottoway and impoundment <br />of the Blackwater. <br /> <br />2nd Recommendation <br /> <br /> Authority members make an imm~ediate decision and <br />cedure as to how the jurisdictions can best work with <br />additional water facilities for the area. <br /> <br />establish a method of pro- <br />SWAV in developing needed <br /> <br />Alternative~7 From our meetings with the ~arious jurisdictions the alternatives <br />have been boiled down, basically to two. <br /> <br />All jurisdictions~join with SWAV in developing production and <br />supply facilities in accordance with Norfolk's development plan <br />revised to better suit a regional development plan. <br /> <br />.~ a) Norfolk finances new-production facilities at Western Branch <br /> Reservoir to be conveyed to SWAV in 20 years. <br /> <br />b) SWAV will purchase treated water from Norfolk and resell <br /> it to any jurisdiction that wants to buy it. (Add enough <br /> to rate for its own operation. <br /> <br />c)jA n~gotiator or negotiating team should be appointed by S}%'AV to work <br /> out water rate and a formula for conveyence of the facilities at the <br /> end of the 20 year period. <br /> <br />d) At the end of the period SWAV would own the facilities and have <br /> <br /> <br />
