151 <br /> <br />Ocr~e.r__23, <br /> <br />as amended to a Conservation and Redevelopment Plan, conforms to the general plan for <br />development of the City of Portsmouth as a whole, and gives due consideration for the <br />provision of adequate parks, pedestrian ways and recreation facilities as required by <br />Section 1OS(a) of the Housing Act of 1949, as amended; and <br /> <br /> WHEREAS, the Authority has prepared and submitted a program for the relocation of <br />individuals and families that may be displaced as a result of carrying out the Project <br />in accordance with the Plan; and <br /> <br />WltEREAS, a public hearing on this matter was duly held on October 9, 1973; and <br /> <br /> WHEREAS, in the judgment of this Council it is in the interest of the City and its <br />inhabitants that the said Amendment'be approved. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br />Section 1. That the aforementioned Amendment No. 1 to the Conservation Plan for the <br />Park View Conservation Project, Va. R-48, Portsmouth, Virginia, redesignated under this <br />amendment to be hereinafter called the Conservation and Redevelopment Plan for the Park <br />View Conservation and Redevelopment Project, Va. R-48, having been duly reviewed and <br />considered, it is hereby found: <br /> <br />That the objectives of the Park View Conservation Project, <br />Va. R-48, Portsmouth~ Virginia, can be better achieved .by <br />the adoption of said Amendment to the Plan. <br /> <br /> b. That the said Amendment No. 1 for the project area conforms <br />, to the General Plan for the CitY of Portsmouth as a whole. <br /> <br />That it is hereby found and determined that Amendment No. 1 <br />to said Plan will afford maximum opportunity, consistent <br />with the needs of the City as a whole, for the conservation <br />of existing homes, and the partial redevelopment of the <br />area by private enter prise for residential reuse. <br /> <br />That it is hereby found and determined that the proposed <br />redevelopment areas are blighted, deteriorated, or deteriorating <br />and qualify as an eligible Project area under Section 56-49 and <br />36-49.1, ~ seq., of the Code of Virginia (1950) as amended, <br />and under Tlt~-e~ of the Housing Act of 1949 as amended. <br /> <br />That it is hereby found and determined that the Plan gives due <br />consideration to the provision of adequate park and recreational <br />areas and facilities, as may be desirable for neighborhood <br />improvement, with special consideration for the health, safety, <br />and welfare of children residing in the vicinity of the site <br />covered by the Plan. <br /> <br /> f. That it is hereby found and determined that the program for the <br /> proper relocation of in dividuals and families displaced in <br /> carrying out the Project is feasible and can be reasonably and <br /> timely effected to permit the proper prosecution and completion <br /> of the Project. <br /> <br />Section'2. That Amendment No. 1 to the Park View Conservation Plan hereinafter referred <br />to as the Park View Conservation and Redevelopment Plan for the Park View Conservation <br />and Redevelopment Project, Va. R-48, has been duly reviewed andlconsidered and is hereby <br />approved and the City Clerk is hereby directed to file a copy of said amendment with <br />the minutes of this meeting." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 75-454 "I submit the attached resolution and recommend its adoption. This approve: <br />the execution of a revised cooperation agreement with the Portsmouth Redevelopment and <br />Housing Authority and the City for the Park View Conservation and Redevelopment Project. <br />This revised agreement is necessary due to the adoption of Amendment No. 1 as it will <br />affect the non-cash credits." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the follbwing resolution was <br />adopted, and by the following vote: <br /> <br />"RESOLUTION APPROVING AND AUTHORIZING THE EXECUTION OF A REVISED COOPERATION <br />AGREEMENT WITH THE PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY FOR THE <br />PARK VIEW CONSERVATION AND REDEVELOPMENT PROJECT, VA. R-48. <br /> <br /> %FHEREAS, under the provisions of Title I of the Housing Act of 1949 as amended, <br />the Secretary of Housing and Urban Development entered into a contract with the Portsmoutl <br />Redevelopment and Housing Authority on June~25, 1969, to provide financial assistance <br />to the Authority for undertaking urban renewal activities within the Park View Conservatic <br />Project, Va. R-48, as specified in the document entitled, "Conservation Plan for the <br />Park View Conservation Project, Va. R-48," which has been approved by both the Authority <br />and the City of Portsmouth; and <br /> <br /> <br />
