<br />If Norfolk and Virginia Beach did not become involved in the initial develop-
<br />ment of regional facilities, thc remaining jurisdictions should become actively
<br />involved with SWAV in the development of regional water facilities.

<br />a) SWAV should appoint a negotiator or negotiating team to work out with
<br /> Portsmouth:
<br />
<br />1) Purchase of the Portsmouth production facilities and/or
<br />2) Arrive at a water ~ate for interim purchaser awaiting availavility
<br /> of water from new SWAV facilities.
<br />
<br />b) SWAV should begin planning new pwoduction facilities using the
<br /> Blackwater and Nottoway sources."
