150 <br /> <br />Octob ar~3 Ll_973 <br /> <br /> 73-451 "At a recent meeting of the City Council, I was requested to investigate thc <br />feasibility of removing the wall around the Oak Grove Cemetery. The Engineering Departme~ <br />investigated this and advises me as follows. <br /> <br /> The level of earth is not the same outside and inside the walls. On the west side <br />6f the interior, ground elevation is higher than that outside. The condition requires <br />that some means of retaining the earth must be provided. Removal of the wall would endan <br />a number of grave markers which are located near the west wall. <br /> <br /> At the east wall, the outside ground varies in elevation, at some places being highe <br />than the interior, ar some other places being lower, and at still others being about the <br />same elevation. There is a road along the east wall which should be left undisturbed. <br />Provision must be made for the maintenance of the east edge of this roadway if the wall <br />is removed. <br /> <br /> As you know, the repair of the south wall and fence is under contract. After some <br />delay, the contractor has begun on the concrete work. Public Works has straightened the <br />wrought iron fence and will paint some when the concrete work has been completed. <br /> <br /> While it is true that the current appearance leaves something to be desired, this <br />is the result of poor maintenance more than anything else. Proper repair of the wall, <br />plus a systematic and continuing preventive maintenance program, will provide an enclosur <br />more desirable than almost anything else we can provide at anywhere near the cost that <br />can be justified. Steps have been taken to provide this maintenance. <br /> <br /> Due <br />and out, <br />plished." <br /> <br />to the possible risk of damage to adjacent tombstones, land elevation inside <br />it is recommended that the present walls remain and necessary repairs be accom~: <br /> <br /> Motion of Mr. Early and seconded by Mr. Smith, that the report be accepted, was <br />adopted by unanimous vote. <br /> <br />73-452 The following letter from M~garet R. Jones, City Treasurer, was read: <br /> <br /> "Herewethl~is a list of delinque~Real Estate Taxes for Fiscal Y~ar 1972-73, to be <br />furnished you as required by City Ordinance. <br /> <br />Total delinquent $270,563.04. <br /> <br /> The original of this list has been transmitted to Mr. E. K. Rabey, III, Delinquent <br />Tax~'Collector." <br /> <br /> Motion of Mr. Smith and seconded by ~ir. ~ohnson, to be received as information, <br />was adopted by unanimous vote. <br /> <br /> 73~.453 "I submit the attached resolution and recommend its adoption. This approve: <br />Amendment No. 1 to the Park View Conservation Plan. This incorporates the amendments <br />to the plan for which a public hearing was held at the last Council meeting. Generally, <br />this designates a three-block area, previously scheduled for conservation, to now be deve] <br />ed for private residential use. Also, a large parcel in the northwest section of the <br />project is to be acquired and redeveloped for private residential use. A number of other <br />adjustments to the plan, including the reduction of the area of the Harrell Street Playlo' <br />the elimination of the proposed Scott's Creek park, and the redesignation of several smal[ <br />parcels from acquisition to conservation are also in the amendment. These amendments <br />have been approved and adopted by the Portsmouth Redevelopment and Housing Authority." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following resolution was <br />adopted, and by the following vote: <br /> <br />"RESOLUTION APPROVING AMENDMENT NO. 1 TO THE PARK VIEW CONSERVATION PLAN, VA. R' <br />48, ADOPTED BY THE PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY. <br /> <br /> WHEREAS, this Council, by resolution adopted June 25, 1968, approved a Conservation <br />Plan for the Park View Conservation Project Va. R~48, Portsmouth, Virginia~ adopted by <br />the Portsmouth Redevelopment and Housing Authority; and <br /> <br /> WHEREAS, there was presented to this body, for consideration and approval, a copy <br />of an amended Conservation Plan for the Project area, dated October, 1973, which plan <br />shall be referred to upon approval as the "Conservation and Redevelopment Plan for the <br />Park View Conservation and Redevelopment Project, No. Va. R-48," and consists of 20 pages <br />and three exhibits; and <br /> <br /> WHEREAS, the Authority has made detailed studies of the physical conditions of struc <br />tures, land use, environmental influences~ and social, cultural and economic conditions <br />of the proposed redevelopment areas and has determined that the said areas to be-cleared <br />are blighted, deteriorated, or deteriorating; and <br /> <br /> WHEREAS, Amendment No. 1 to the_Park View Conservation Plan has been approved by <br />the Board of Commissioners of the Authority on October 16, 1973, which plan is referred <br />~o as the Conservation and Redevelopment Plan for the Park View Conservation and Redevelo~ <br />ment Project, No. Va. R-48, as evidenced by the copy of said Body's duly certified resolu <br />approving the Plan, which is attached hereto; and <br /> <br />WHEREAS, said Amendment No. 1 has been carefully reviewed and said Conservation Plan <br /> <br />has <br /> <br />op- <br /> <br />ion <br /> <br /> <br />
