This ordinance removes from the CATV ordinance the requirement that users <br />of the public access channel pre-tape proposed presentations. Also, this ordinance <br />eliminates the requirement that such pre-taped programs be reviewed by the franchisee <br />for possible referral to the Commonwealth's Attorney. It is felt that such a taping <br />requirement would be determined by the Federal Communications Commission to be a form <br />of prior censorship, such prior censorship being specifically prohibited by the FCC's <br />Rules and Regulations." <br /> <br /> The following letter received from Mrs. Dorothy M. Hill, Chairman, Issues in <br />Communication~ American Association of University Women, was read: <br /> <br /> "The Portsmouth Branch, American Association of University Women, requests that <br />member of their Board speak at the meeting of the City Council Tuesday, November 13, <br />1973, stating the Board's position on the amendments to the Cable TV ordinance." <br /> <br />Ms. Kathleen Erb spoke. <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following ordinance was <br />approved on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, <br />BY AMENDING SECTIONS 5A-56, 5A-58, AND 5A-59 THEREOF PERTAINING TO THE <br />CABLE TE~EVffSiDN ~WB~IC ACCESS C~ANNEL." <br /> <br /> Ayes: Early, Holtey, Johnson, King, Smith, Wentz <br /> Nays: None <br /> <br /> 7~46a - "I submit the attached ordinance and recommend it be placed on first <br />reading. This appropriates $397,584 in the Federal Grants Fund for the HIT Program <br />in the Portsmouth Police Department. This will be a High Incidence Target Program <br />concentrating on the reduction of burglary within the City and specifically within <br />the HIT area'..This will. include a community awareness program designed to educate <br />and assist.citizens and places of business. This:will be. accomplished through displays, <br />lectures to 'ciVic groups, and security surveys on homes and commercial establishments <br />by trained police officers. <br /> <br /> The funds will provide for the purchase of various types of equipment as well <br />as provide an Assistant Commonwealth's Attorney to prosecute burfflary cases only. <br />The Assistant~will also assume the-role of Legal Advisor to the Police Department. <br />Through cooperation between the Police Department and. the Portsmouth Redevelopment <br />and Housing Authority, a Community Service Officers Program will be established in <br />one of the public housing parks located in the HIT area. There will also be established <br />a special HIT burglary squad." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following ordinance was <br />approved on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $397,584 FR~ THE FEDERAL GRANTS FUND FOR <br />THE HIGH INCIDENCE TARGET PROGRAM FOR THE POLICE DEPARTMENT." <br /> <br />Ayes: Early, Hol!ey, Johnson, King, Smith, Wentz <br />Nays: None <br /> <br /> 73-465 - "I submit the attached resolution and recommend its adoption. This autho~ <br />rizes the City Manager to accept the high bid for the sale of surplus City property <br />located on London BoUlevard. <br /> <br /> Bids were received for the sale of this property on October 26, 1973. Four bids <br />were receive~, two bids in the amount of $1,500 which was the minimum, bid. Another <br />bid was~reCe~¥ed in the amount of $3,050.25. The Ambassador Club b~d $3,2~7 for the <br />property and this resolution authorizes that the property be conveyed to the Ambassador <br />Club. <br /> <br /> On motion of Mr. Early and seconded by Mr. Smith, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT THE BID OF THE AMBASSADOR <br />CLUB OF PORTSMOUTH TO PURCHASE CERTAIN CITY-O~ED PROPERTY (LONDON BOULEVARD <br />LOTS). <br /> <br /> WMEREAS, the Council of the City of PortSmouth, Virginia, has determined that <br />certain property, hereinafter described, is surplus property and no longer required <br />for City purposes; and <br /> <br /> t~EREAS, the Council has, by its resolution of July 2~, 197I, authorized the City <br />Manager to advertise this property for sale upon certain terms and conditions; and <br /> <br /> t~IEREAS, the City Manager has caused the said property to be advertised in accordanc~ <br />with the said authorization; and <br /> <br /> <br />
