<br /> ~H~REAS, the Ambassador Club of Portsmouth has submitted a bid in response to said

<br /> WHEREAS, the Council finds, after dueconsideration, that the bid of the Ambassador
<br />Club of Portsmouth complies fully with the terms of the City's advertisement and that
<br />the bid is the highest of all bids received and will permit the disposition of the propert
<br />on terms most favorable to the City.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
<br />that the City Manager be, and he hereby is directed to accept the
<br />Club of Portsmouth for the hereinafter described property.

<br />the City of Portsmouth, Virginia, and situate on the north side of Lon-

<br />now or formerly existed) and designated as Parcels 25, 26 and 29 on Tax
<br />Elate 58 on file in the Office of the City Assessor.

<br />and complete all transactions incident to the conveyance of this property, subiect to
<br />the terms and conditions of the City's advertisement of this property."

<br /> 75=466 - "For the second time, advertisement for bids~.for the repair and constructior
<br />of sidewalks and curbs in the Park View Conservation Areai~Va.- R-48,~has taken place.
<br />The first request received no bids. Bids were accepted the second time on November
<br />7, 1973. Two bids were received as follows:

<br />

<br /> $191,109.75
<br />
<br />Engineerin~ costs
<br />
<br />None of these figures include the engineering and inspection, in
<br />a job of this kind are quite small; however, inspection costs will add about $8,000
<br />since the job is scheduled for one year's duration. Therefore, a total of $9,000 has
<br />been added for engineering and inspection. After adding 10% for contingencies, this
<br />brings the total requested appropriation to $220,000.
<br />
<br /> Both bidders propose to start the work in January, 1974. Aldo proposes to finish
<br />in~;February, 1975, and Cline in June, 1975. The invitation for bids did not include
<br />the removal of trees. This work will be done .by the Parks Department,-where it is necessar
<br />in:_ghe interest of public safety. The Parks Department will also handle the grading
<br />and topsoiling of areas disturbed by the work.- It is anticipated_this, ~cost can be handled
<br />through contingencies. The contractor has also requested an earl~ :decision on this '
<br />matter so that he will have time to get special tools and accessories made. I recommend
<br />this contract be awarded to the low bidder, Aldo Construction Corporation."

<br /> Motion of Mr. Smith and seconded by Mr. Johnson, the contract be,awarded to Aldo
<br />Construction Corporation, being iow-bidder, was adopted by the following vote:

<br />73-467 The City Manager presented the following letter:
<br />
<br /> "As a result of the report of the Grand Jury concerning the police investigation,
<br />there have been well-publidized statements by the press pertaining to the City Manager
<br />an/or Director of Public Safety regarding my dismissal or immediate retirement~ While~
<br />it has been my desire for sometime to retire in the near future, I have no intention of
<br />doing so to g~ve the impression that I am running from the pressure or admitting to any
<br />guilt.
<br />
<br /> It is still my ~esire to seek retirement in the not too dis.tant future; however,
<br />there are other matters that have progressed to the point that I feel must be concluded
<br />by me. I will publicly request my retirement ~the appropriate time." Signed, A. P.

<br /> Motion of Mr. Johnson and seconded by Mr. Smith, that the City Manager's letter be
<br />accepted with a great deal of regret, was adopted by unanimous vote.
<br />
<br /> Motion of Mr. Wentz and seconded by Mr. Early, that the President of the Council
<br />insitute immediately such procedures as he may deem appropriate to bring before the
<br />Council qualified applicants for the replacement of the City Manager upon his retirement,
<br />was adopted by unanimous vote.
<br /> 73-467 (a) Vice Mayor King presented the following letter:
