<br /> At a regular meeting of the City Council, held on November 13, 1973, there were

<br /> Motion of Mr. Johnson and seconded by Mr. Smith, minutes of the regular meeting,
<br />October 23, 1973, and minutes of called meeting, November 12, 1973, to be approved as
<br />received, was adopted by the following vote:
<br />
<br />Ayes: Early, Holley, Johnson, King, Smith, Wentz
<br />Nays: None
<br />
<br />the following reports from the City Manager were read:
<br />
<br /> 73-459 - "I submit the attached ordinance and recommend it be placed on first readin
<br />This appropriates $130,000 for the engineering and design work for the Sea-Land Marine
<br />Terminal. The design work has been completed and plans and specifications are being
<br />presented to the bidders.
<br />
<br /> In our agreement with Sea-Land, they have agreed to pay any costs incurred in
<br />the event the project is not carried to completion. Should the project be constructed,
<br />revenue bonds will be issued by the City to cover the cost. A lease with Sea-Land
<br />will provide the funds to retire the bonds."
<br />
<br /> On motion of Mr. Johnson and seconded by Mr. Smith, the following ordinance was
<br />approved on first reading, and by the following vote:
<br />
<br />"A~N ORDINANCE TO APPROPRIATE $130,000 FROM THE GENERAL CAPITAL IMPROVEMENT
<br />FUND FOR DESIGN ~ORK ON THE PROPOSED SEA-LAND TERMINAL FACILITY."

<br />
<br /> 73-460 -" I submit the attached ordinance and recommend it be placed on first
<br />reading. This appropriates $34,6S0, the balance of funds needed for the renovations
<br />of I. C. Norcom High School.
<br />
<br /> In the initial request from the School Board for funds, architect fees were not
<br />included. These fees amount to $52,106. There is, however, a balance of $17,471
<br />from the Literary Loan; therefore, there is needed only $34,650."
<br />
<br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following ordinance was
<br />approved on first reading, and by the followinE vote:
<br />
<br />"ANOORDtNA~NCE TO APPROPRIATE $34,650 FROM THE GENERAL CAPITAL IMPROVEMENT
<br />FUND FOR THE RENOVATION OF I. C. NORCOM HIGH SCHOOL."

<br />
<br /> 73-461 - "I submit the attached ordinance and recommend it be placed on first
<br />reading. This appropriates $700 for the American Revolution Bi-Centennial Committee.
<br />
<br /> I am in receipt of a letter from the chairman requesting this sum to carry out
<br />projects entitling the City to the designation "Bi-Centennial Community" by the American
<br />Revolution Bi-Centennial Commission. $500 is needed to defray the cost of reprinting
<br />place names of early Portsmouth for general public distribution. The remaining $200
<br />would be used for prizes in connection with essay and art contests and incidental
<br />expenses,"

<br /> On motion of Mr. Smith and seconded by Mr. Jnhnson, the following~ordinance was
<br />approved on first reading, and by the following vote:

<br />"AN ORDINANCE TO APPROPRIATE $700 FROM THE GENERAL FUND FOR THE AMERICAN
<br />REVOLUTION BI-CENTENNIAL COMMITTEE~"

<br />
<br /> 73-462 "I submit the attached ordinance and recommend it be placed on first
<br />reading. This closes a portion of Leonard Avem~e located south of Portsmouth Boulevard.
<br />Manor Shops have requested the closing of this paper street. The closing has been
<br />recommended by the Planning Commission and a report of the viewers is attached hereto.,,
<br />
<br /> On motion of Mr. Smith and seconded by Mr. Early, the ,following ordinance was
<br />approved on first readin& and by the following vote:
<br />
<br />"AN ORDINANCE CLOSING A PORTION OF LEONARD AVENUE LOCATED SOUTH OF PORTSMOUTH
<br />BOULEVARD (S-73-14)."
