294 <br /> <br />December 18~ 1953 <br /> <br />NEW BUSINESS <br /> <br />73-520 - The following letter from Director of Planning was read: <br /> <br /> "At its regular monthly meeting on December 11, 1973, the City Planning Commission <br />reviewed a request from Biltmore Baptist Church by Attorney Robert F. Babh, asking that <br />a 100' wide strip of property bOO' deep be considered as surplus and sold to the Church <br />for purposes of its expansion. This municipal property is located on the north side of <br />Elliott Avenue to the east of the existing Church property and is described by Attorney <br />Babb as follows: <br /> <br /> Beginning at a point on the north side of Elliott Avenue at the eastern <br />property line of the property of the Biltmore Baptist Church and from said point <br />of beginning running thence in a northerly direction along the line of Biltmore <br />Baptist Church 400 feet, more or less, to the Southern line of Lot 185 on the <br />Plat of Highland Biltmore; thence running in an easterly direction along the <br />property line of Lot 185 a distance of 100 feet to a point; thence southerly <br />parallel to the line of the property of Biltmore Baptist Church 400 feet, more <br />or less, to a point on the Northern side of Elliott Avenue; thence along the <br />northern side of Elliott Avenue in a westerly direction 100 feet, more or less, <br />to the point of ~he beginning. <br /> <br /> The City Planning Commission reviewed a report of recommendation from our Park and <br />Recreation Commission in which two "conditions of sale" were stipulated: <br /> <br />That any deed of conveyance render for the City of Portsmouth an easement <br />covering an irregular area along approximately 120 feet of the proposed <br />eastern boundary at approximately its midpoint and extending a maximum depth <br />of 40 feet. Within this easement, the City maintains a backstop for one of <br />the two baseball fields currently located on this playground. <br /> <br />That a written agreement be made with Biltmore Baptist Church permitting the <br />Hi-Landers Little League to utilize, at certain times, the proposed parking <br />area to be located on what is now municipal property. <br /> <br /> These two matters are dealt with in detail on a set of drawings submitted by the <br />Applicant and prepared by the firm of Yates and Berkeley Associates. <br /> <br /> The Planking Commission resolved to recommend approval of this request subject to <br />the conditions set forth by our Park and Recreation Commission." <br /> <br /> Motion of Mr. King and seconded by Mr. Smith, the matter to be referred to the City <br />Attorney for proper handling, was adopted by unanimous vote. <br /> <br /> 73-521 "At its regular monthly meeting on December 11, 1973, the City Planning <br />Commission reviewed a request from the Portsmouth Redevelopment and Housing An~hority <br />by Attorney Michael Goode regarding early action on closing the stub of Phillips Avenue <br />located west of Watson Street. The Redevelopment Authority program in its Mount Hermon <br />Conservation Project has shifted initial clearance plans into the seB~ent south of High <br />Street. The renewal plan for Mount Hermon calls for improvements in Watson Street and <br />a closure of this s~hb of Phillips Avenue to pave the way for early construction of <br />needed new housing. The Planning Commission resolved to recommend approval of this re- <br />quest so as to advance the renewal project as per its approved plan. The Planning Com- <br />mission in taking this action cites precedents in other urban renewal projects where some <br />street closure actions were initiated long in advance to facilitate project execution." <br /> <br /> Motion of Mr. King and seconded by Mr. Holley, the matter to be referred to the City <br />At~torney for proper handling, was adopted by unanimous vote. <br /> <br />73-522 - The following letter from Director of Planning was read: <br /> <br /> "At its regular monthly meeting on December 11, 1973, the City Planning Commission <br />received a request from Portsmouth Redevelopment and Housing Authority by Attorney Daniel <br />R. Hagemeister regarding closure of the following segment of Nashville Avenue, which in <br />this area is and has been a paper street: <br /> <br /> Ail that certain piece or parcel of land, lying and being in the City of <br />Portsmouth,~'Virginia, and comprising that portion of Nashville Avenue located <br />between the northern right of way line of Randolph Street on the South, and <br />the southern boundary line of Mt. Olive Cemetery on the North; such parcel of <br />being 60 feet, more or less, in width and 261.5 feet, more or less, in lenght. <br /> <br />land <br /> <br /> The Planning Commission, after dhecking with the Department of Public Works, re- <br />solved to recommend that this street closure petition Be approved a~d that the City of <br />Portsmouth declare as surplus and transfer to the Portsmouth Redevelopment and Housing <br />Authority a portion of the closed street area for purposes of exFanding 'its maintenance <br />building located on Columbus Avenue." <br /> <br /> Motion of Mr. King and seconded by Mr. Smith, the matter to be referred to the City <br />Attorney for proper handling, was adopted by unanimous vote~ <br /> <br /> <br />
