<br /> 73-524 The following letter received from George F. Davis, Chairman, Municipal
<br />Finance Commission, was read:
<br />
<br /> "The Municipal Finance Commission at its regularly scheduled meeting on Wednesday,
<br />November 12, 1973, unanimously adopted the following motion:
<br />
<br />'We recommend to City Council that action be taken immediately to
<br />authorize and implement the position of internal Auditor for the City
<br />of Portsmouth'.
<br />
<br /> After much discussion on the subject of internal auditor, it is our recommendation
<br />that the position be allocated in the Finance Division, administratively under the Finance
<br />Director, with reporting responsibilities to the City Council, City Manager, and Finance
<br />Commission. We further recommend that this new position have total responsibility for all
<br />internal audit requirements in t~he city.

<br /> The position taken above is a change from our ~ecommendation made in June of this
<br />year; however, we are now in concurrence with the recommendation~ ~ade by Frederick B.
<br />& Co., the city's independent auditors.'

<br /> Substitute motion of Mr. Smith and seconded by Mr. King, the recommendation, be
<br />adopted and to be referred to the City Manager for necessary procedure to implement the
<br />posmtion of internal auditor and do so as soon as possible, was adopted by ~he following
