Davis, Chairman, Municipal <br />Finance Commission, was read: <br /> <br /> "The Municipal Finance Commission at its regularly scheduled meeting on Wednesday, <br />November 12, 1973, unanimously adopted the following motion: <br /> <br />'We recommend to City Council that action be taken immediately to <br />authorize and implement the position of internal Auditor for the City <br />of Portsmouth'. <br /> <br /> After much discussion on the subject of internal auditor, it is our recommendation <br />that the position be allocated in the Finance Division, administratively under the Finance <br />Director, with reporting responsibilities to the City Council, City Manager, and Finance <br />Commission. We further recommend that this new position have total responsibility for all <br />internal audit requirements in t~he city. <br /> <br /> The position taken above is a change from our ~ecommendation made in June of this <br />year; however, we are now in concurrence with the recommendation~ ~ade by Frederick B. <br />& Co., the city's independent auditors.' <br /> <br />Hill <br /> <br /> Motion of Mr. Holley and seconded by Mr. Johnson, the matter to be referred to a <br />conference. <br /> <br /> Substitute motion of Mr. Smith and seconded by Mr. King, the recommendation, be <br />adopted and to be referred to the City Manager for necessary procedure to implement the <br />posmtion of internal auditor and do so as soon as possible, was adopted by ~he following <br />Vote: <br /> <br />Ayes: Early, Johnson, King~ Smith, Wentz, Barnes <br />Nays: Holley <br /> <br /> 73-525 - M~t~mn ~F Mr Smith and seconded by Mr. Wantz, to go into th~ election <br />members to the/~oar~s a~d Commlssmons, was adopted by unanimous vote. <br /> <br />Highway Safety Commission <br /> <br />of <br /> <br />Mr. King nominated Dr. C. M. G. Buttery, Dr. Catherine C. Kersey, ~r. R. D. McDaniel. <br /> <br />Mr. Holley nominated Rev. Daniel Jones. <br /> <br /> Dr. Buttery, Dr. Kersey, and Mr. McDaniel were elected to the Highway Safety Commissio~ <br />by the following vote: <br /> <br />Early, Johnson, King, Smith, Wentz, Barnes <br /> <br />Mr. Holley voted for the Rev. Daniel Jones. <br /> <br /> Vote being taken, Dr. Buttery, Dr. Kersey, <br />term of three years, expiring November 1, 1976, <br /> <br />Law Library Board <br /> <br />and Mr. McDafi&~l, were elected to <br />on the Highway Safety Commission. <br /> <br /> Mr. King nominated Mr. Carroll O. Ferrell, to serve a term of four years, expiring <br />November 1, 1977, on the Law Library Board. <br /> <br />Library Board <br /> <br />Mr. King nominated Mr. Joseph S. Bell, Jr. <br /> <br />Mr. Holley nominated Mrs. Helen Davis <br /> <br />Mr. Bell wgs elected to the Library Board by the following vote: <br /> <br />Early, King,Smith, Wentz, Barnes <br /> <br />Mr. Holley and Mr. Johnson voted for Mrs. Helen Davis. <br /> <br /> Vote being taken, Mr. Bell was elected to serve an unexpired term, expiying~ecember <br />1, 1976 on the Library Board. k <br /> <br /> <br />
