In the event the contractor's operating statement shows a net profit <br />of less than 8%, the City shall increase its monthly payment to the contractor to <br />the extent necessary to show a net operating profit of 8% until the City's total annual <br />contribution has reached $85,000. Once the City's annual contribution has reached <br />$85,000, the City shall increase or decrease its monthly payment tO the extent necessary <br />for the contractor to show a net operating profit of 4%. <br /> <br /> In view of the need for such services in our City, it is my recommendation that <br />the attached Contract be signed with the term of the contract beginning January 1, <br />1974." <br /> <br /> Motion of Mr. King and secondedi~:by Mr. Early, to conaur in the recommendation of <br />the City Manager, was adopted by unanimous vote. <br /> <br /> 74-8 "I submit the attached resolution and recommend its adoption. This appoints <br />5 viewers for the closing of a portion of Nashville Avenue between Randolph Street <br />and the Mt. Olive Cemetery. This is a paper street and the land is being used by <br />the City's Public Works Department. <br /> <br /> The need to close this portion of the street is in order for the City to sell a <br />parcel of land which includes part of this paper street tO the Portsmouth Redevelopment <br />and Housing Authority. They have requested this land in order that they can expand <br />their maintenance shop." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Early, the fOllowing resolution was adopt, <br />and by the fOllowing vote: <br /> <br />"A RESOLUTION APPOINTING VIEWERS FOR CLOSING A PORTION OF NAShWILLE <br />AVENUE LOCATED BETWEEN RANDOLPH STREET AND MT. OLIVE CEMETERY (S-73-17). <br /> <br /> WHEREAS, the City of Portsmouth, Virginia, has made application to vacate and close <br />the hereinafter described portion of a certain street and it appearing that notice of <br />the application and request for the appointment'of viewers was duly posted on December <br />14, 1973 on the several bulletin boards of the Circuit Court of the City of Portsmouth <br />and on the bulletin board of the General District Court of the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that Frank N. Bilisoly, Raymond Tweed, Zalmon I. Blachman, Louis J. Leitner, and James <br />L. Choate, be appointed viewers to view the hereinafter described portion of such street <br />and report to this Council in writing whether in their opinion, any, and if any, what <br />inconvenience would result from vacating and closing the following: <br /> <br /> All that certain piece or parcel of land, lying and being in the City <br />of Portsmouth, Virginia, and comprising that portion of Nashville Avenue <br />located between the northe~n3L right of way line of Randolph Street <br />on the South, and on the southern boundary line of Mt.
