The Kew City Manager who will take office on 1 February, 1974. Will he also
be burdened with the "hat" of the Director of Public Safety?

The negative results of the alleged police investigation and grand jury. What
positive and concrete action has been taken to protect the Peeple and the Police
Divisions from another quadrennial relapse of law enforcement?

Dr. Holley's proposed Charter change which will allow the new City Manager to go
seven names down the list of civil service examinees to fill a vacant position.
Does this not make political packing of public safety divisions more than twice
as easy, lower the standards and efficiency, and violate the very concept and
reason for such examinations?"

Mr. Walker spoke.

~nd

Fire
