<br />The following received from George R. Walker, 1749 Spratley Street, was

<br />"Subject: The Agenda of the 8 January, 1974, Portsmouth City Council Meeting
<br />
<br /> Pursuant to Council Gag Rules 2-15.1 and 2-24 it is requested that my name be placed
<br />on the agenda of the meeting of the City Council to be held on Tuesday January 8, 1974 to
<br />petition Council to reconsider its refusal to amend Section 2-51 of the City Code in view
<br />of:
<br />
<br />1. The Kew City Manager who will take office on 1 February, 1974. Will he also
<br /> be burdened with the "hat" of the Director of Public Safety?
<br />
<br />The negative results of the alleged police investigation and grand jury. What
<br />positive and concrete action has been taken to protect the Peeple and the Police
<br />Divisions from another quadrennial relapse of law enforcement?
<br />
<br />Dr. Holley's proposed Charter change which will allow the new City Manager to go
<br />seven names down the list of civil service examinees to fill a vacant position.
<br />Does this not make political packing of public safety divisions more than twice
<br />as easy, lower the standards and efficiency, and violate the very concept and
<br />reason for such examinations?"
