<br />Project. This is a deadend portion of Phillips Avenue."

<br /> WHEREAS, Portsmouth Redevelopment and Housing Authority has made application to
<br />vacate and close the hereinafter described portion of a certain street and it appearing
<br />that notice of the application and request for the appointment of viewers was duly
<br />posted February 1, 1974, on the two bulletin boards of the Circuit Court of the City
<br />of Portsmouth, and on the bulletin board of the General ~istrict Court (Civil Division),
<br />of the City of Portsmouth.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that Frank N. Bilisoly, James V. McGehee, Belvin W. Blachman, Zalmon I. Blachman and
<br />R~!~rvine Smith, be appointed viewers to view the hereinafter described portion of
<br />such street and report to this Council in writing whether in their opinion, any, and
<br />if any, what inconvenience would result from vacating and closing the following:

<br />of Portsmouth, Virginia, and comprising the dead end portion of Phillips
<br />Avenue located west of Watson Street."

<br /> 74-51 - "I submit the attached resolution and recommend its adoption. This resoluti
<br />authorizes the City Manager to accept the bid of Washington Heights Properties Corporatiol
<br />to exchange certain City-owned property for property owned by the above-referenced
<br />corporation. Recently, we requested that Washington Heights Corporation sell to the
<br />City of Portsmouth a strip of property running north and south along Ponderosa Street
<br />between the proposed £1mhurst Lane extension and Little John Road. This property is
<br />needed for the purpose of widening this industrial access road. We have been advised
<br />by officials of the corporation that they would'like to exchange this piece of property
<br />for a strip of land running east and west along the proposed Elmhurst Lane extension.
