The resolution further commends HRSDC for awarding a contract for the preliminary <br />planning for the proposed "Nansemond Plant." This plant offers the long-range solution <br />to developer needs in the Churchland area. HRSDC should be encouraged to proceed <br />as rapidly as possible to construct this plant which is proposed to be completed <br />by 1977." <br /> <br /> On motion of Mr. Smith and~s~c~nded by Mr. Johnson, the following resolution was <br />adopted, and by the~ following vote: <br /> <br /> "A RESOLUTION REQUESTING THAT THE HAMPTON ROADS SANITATION DISTRICT CO~AiISSION <br /> ;APPROVE THE FLOW ALLOCATION AT THE WESTERN BRANCH WASTE~ATER TREATMENT PLANT <br /> AS PRESENTED. AT THE FEBRUARY 26, 1974 MEETING OF THE HAMPTON ROADS SANITATION <br /> DISTRICT COMMISSION AND COMMENDING THE HAMPTON ROADS SANITATION DISTRICT COM- <br /> MISSION FOR AWARDING A CONTRACT FOR PRELIMINARY PLANNING OF THE PROPOSED "NAN, <br /> SEMOND PLANT". <br /> <br /> WHEREAS, the Hampton Roads Sanitation District Commission has proposed a system <br />of flow allocation at the Western Branch Wastewater Treatment Plant which said plant <br />serves a portion of the City of Portsmouth; and <br /> <br /> WHEREAS, the proposed flow allocation is less than the projected needs, which <br />therefore, requires .the greatest utilization of the available flow to serve the <br />interest of the City of Portsmouth; and <br /> <br /> WHEREAS, the Hampton Roads Sanitation District Commission will consider at <br />a public meeting on March 19, 1974, flow allocations for the Western Branch Wastewater <br />Treatment Plant. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that it strongly urges that the Hampton Roads Sanitation District Commission approve <br />the flow allocation as presented at the February 26, 1974 meeting of the Hampton <br />Roads Sanitation District Commission in order that development will be able to continue <br />within expected guidelines; that the Council of the City of Portsmouth pledges its <br />support to the Hampton Roads Sanitation District Commission in fulfilling the intent <br />of what appears to be an equitable flow allocation policy; that the Council of the <br />City of Portsmouth, Virginia, commends Hampton Roads Sanitation District Commission <br />for awarding a contract for preliminary planning for the proposed "Nansemond Plant", <br />and that the Council of the City of Portsmouth, Virginia, strongly encourages Hampton <br />Roads Sanitation District Commission to proceed immediately with construction of <br />the "Nansemond Plant" which is scheduled for completion by 1977. <br /> <br /> BE IT FURTHER RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that a copy of this Resolution be sent to the Hampton Roads Sanitation District <br />Commission and be presented at the aforementioned public meeting." <br /> <br />Ayes: <br />Nays: <br /> <br />Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />None <br /> <br /> 74-102 "I submit the attached ordinance and recommend it be placed on first <br />reading. This appropriates $54,000 from the Capital Improvement Fund for the completion <br />of the Municipal Courtroom on the second floor of the Police Headquarters Building <br />which was not finished at time of construction, and for alterations to the courtroom <br />on the second floor of the Juvenile and Domestic Relations Court Building. This <br />work was requested several months ago by the Judges of the courts involved. The <br />vacant courtroom to be completed is for use of the Traffic Division of the General <br />District Court and the alterations in the Juvenile and Domestic Relations Court <br />are to give a courtroom to each of the Judges of this court. <br /> <br />Two bids were received for this project as follows: <br /> <br />James Mo Epperson $56,900 <br /> <br /> A. L. Ferguson $~7,250 - <br /> <br />The balance of the money requested is to cover architectural and engineering~fees <br />and cost of inspection. <br /> <br /> It is recommended that the contract be awarded to the lo~¢~idder, A. L. Ferguson, <br />Inc. -. - <br /> <br /> This project is not in our S~YearcCap~Z~l Improvement Program; therefore, it <br />'will be necessary to reduce or delay capital projects scheduled for the current <br /> year in the amount of approximately $S4,000 for the construction work involved. <br /> <br /> Bids are to be received tomorrow for the furnishings to complete these courtrooms. <br />Architect's estimates for these furnishings, including architectural fees and inspection <br />fees are approximaZety $25,000. An appropriation to cover'the furnishings will <br />be reqnested following receipt of bids. This brings to a total approximately $80,000 <br />capital improvement projects to be reduced or delayed." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following ordinance was <br />approved on first reading, and the contract to be awarded to A. L. Ferguson, Inc., low <br />bidder, was adopted by the following vote: <br /> <br /> <br />
