<br /> At your meeting held February 26, 1974, you referred to this office the question of
<br />whether the City Council could p~operly appoint by resolution the Chairman of the Sister
<br />City Committee. After reviewing appropriate legal authorities; it is my opinion that thi
<br />Council is authorized to appoint the Chairman of this Commission. Moreover, this con-
<br />clusion is supported by precedent in that the previous Chairman of the Commission was ap-
<br />pointed by resolution of this Council."

<br /> Motion of Mr. Smith and seconed by Mr. Early, that Burrell R. Johnson to be apt
<br />as Chairman of Sister City Committee, was adopted by unanimous vote.

<br />NEW BUSINESS
<br />
<br /> 74-105 - The following petition received from residents of 2700 Block of TurnpiRe
<br />Road and members of First Bapt}st Church of Faylorsville, was presented:
<br />
<br /> "Because ~f the degrading aspects coupled with the woe of mud puddles and high
<br />standing water in the street and sidewalk in the 2700 block of Turnpike Road, we, the und~
<br />signed residents and members of the First Baptist Church of Faylorsville, after having
<br />been in contact with the-Engineering Department ~f the City of Portsmouth, where we invitt
<br />two engineers to the scene so as to verify our complaint and to give us advice on the
<br />proper procedure of the matter, and where as we wanted this bad condition immediately re-
<br />paired. We here now petition you to gran't ~he proper department the authority to insti-
<br />tute the dual plan whereby the city and citizens bear the cost for curbing and guttering
<br />or whatever it will require to stop our members and residents from having to wade in 3
<br />to 6 inches of water during a rain and two weeks after for water standing. Signed by
