?arch 12. !974 <br /> <br /> ?:4r:99 "I submit the attached ordinance and r~comm~md it-be-pI~degon first reading. <br />This appropriates $45,000 from the General Fund-.for paym~n~ fo-Po~smoutRzAMbulagcehSer- <br />vice.for-providing emergency amhfilance services wnd~r ~he new contract which became <br />effective January l, 1974. <br /> <br /> This appropriation is necessary since the new contract requires a higher monthly <br />payment than the previous contract and additional funds are also required for the final <br />settlement on the previous contract which expired December 31, 1973. <br /> <br /> Of the total appropriation, $29,497 is required for settlement on the previous <br />contract and the balance of the funds are required f6r the 6 months remaining in the <br />fiscal year on the new contract." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following ordinance was <br />approved on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $47,000 FROM THE GENERAL FUND FOR PAYMENTS ON <br />THE AMBULANCE SERVICE CONTRACTS." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 74-100 - "By letter dated February 27, 1974 (copy attached), Mayor Jack P. Barnes <br />referred the matter of an application by the Wesley Community and Child Service Center, <br />Inc., to the Division of State Planning and Community Affairs for State funds to the <br />Federal Grants Coordinator and City Manager for review and consideration. The Mayor <br />requested that we report to the Council on this matter at their March 12, 1974 meeting. <br /> <br /> A letter from Mrs. Anne Hyde Long, President of the Community Center, to Mayor <br />Barnes accompanied a copy of the application for Urban Incentive Funds and asked that <br />the City endorse this preliminary application. The letter stated that it was impossible <br />for the Community Center to seek such endorsement prior to submission of the application <br />because of a deadline of February 15, 1974. Funds requested in this application are <br />purported to provide the opportunity for families to acquire houses needing rehabilitation <br />to bring the houses up to standard by renovation, and to develop human potential. <br />This was to be a collective effort of private, religious and governmental sections. <br /> <br /> Under the Demonstration Cities and Metropolitan Development Act of 1966, the Intergov <br />ernmental Cooperation Act of 1968, and National Environmental Policy Act of 1969, instruc- <br />tions have been issued by the Federal Office of Management and Budget (OMB) relating <br />to a clearing house procedure for applications requesting Federal financial aid. The <br />Virginia Code, Section 15.1-1410 provides for certain reviews of applications for State <br />or Federal:financial aid. <br /> <br /> Th~'review in question is referred to as A-95. It establishes a Project Notification <br />and Review System (PNRS). The PNRS serves as an early warning system under which State <br />and local agencies that have decided to apply for a Federally-assisted development <br />project may give notice. The application submitted by the Wesley Community and Child <br />Service Center, Inc., cannot be honored by the State Division of Planning and Community <br />Affairs since it had not passed through the required notification and review system. <br />Mr. Masters, Grants Coordinator, talked with Mr..Charles Christophersen, Director of <br />State Planning and Human Affairs, who reconfirmed this requirement to him. <br /> <br /> The application requested funds for rehabilitation of selected houses. Funds <br />from tahe Division of State Planning and Community Affairs cannot be used to rehabilitate <br />housing. In addition, 'the application in question addresses itse~£ to the development <br />of social services. Utilization of tax dollars in the development of social services <br />is clearly a function of the City of Portsmouth for this area. <br /> <br /> The Ci%y of Portsmouth has the capability of identifying <br />needs. This is elaborated in the "Charge for Human Resources Council. <br /> <br /> The Federal Grants Coordinator, nor the City Manager, feel that it would be proper <br />for the City of Portsmouth to endorse this application. We recommend to you that repre~ <br />sentatives of the Wesley Center present their proposal to the Human Resources Council <br />for recommendation to the City Manager." <br /> <br /> Motion of Mr. Smith and seconded by Mr. Johnson, to be received as information and a <br />copy of the City Manager's letter be sent to Mrs. Anne Hyde Long, President, Board of <br />Directors, Wesley Community and Child Service Center,Inc., was adopted by unanimous vote. <br /> <br /> 74-101 "At their February 26, 1974:meeting, Hampton Roads Sanitation District <br />Commissioners received from their staff a proposed flow allocation plan for t~e Western <br />Branch. Treatment Plant. The proposed flow allocation is less than projected;~e~ds <br />which requires that the City of Portsmouth recognize the need to utilize the available <br />flow in the best interests of the:City consistent with the~City!s priorities. The <br />proposed allocation appears to be equitable and HRSDC should receive support from the <br />City of Portsmouth in fulfilling the intent of this flow allocation policy. <br /> <br /> Officials of the City have met other develppers of the Churchland area'and discussed <br />the proposed policy and its affect on projects proposed in the area of Portsmouth served <br />by the HRSD plant. The developers responded by saying that they would review their <br />needs and try to present realistic flow needs in an attempt to stretch the proposed <br />flow allocation until completion of the "Nansemond Plant." <br /> <br /> <br />
