<br />Sr., City Manager Ronald W. Massie, City Attorney G. Timothy Oksman.

<br /> Councilman Cameron C. Pitts opened the meeting with prayer, which was
<br />followed by the Posting of Colors by the 2nd District Honor Guard, American Legion Post
<br />327 and the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a
<br />Called Meeting on March 9, 1999, a Regular Meeting on March 9, 1999, and a Called
<br />Meeting on March 16, 1999, and was adopted by unanimous vote.

<br />99 - 67 - Presentation:
<br />
<br />PrOclamation presented to Commander David Jackson, former Commanding Officer
<br />of the USS Stout (DDG-55) for "Commander David Jackson DAY".

<br />- Public Hearing -
<br />
<br />99 - 68 - Joint public hearing with the City Planning Commission on the recommended
<br /> 1999-2004 Capital Improvement Plan.
<br />
<br />The following Planning Commission Members were present: Susan Hansen, Robert
<br />BarclaY, IV, Glen FranCis, William Hargrove, Raymond Turner, and James Overton, Jr.
<br />
<br />1. Raleigh Harsley, 2124 Peach Street, aSked that Garfield Street, Chestnut Street,
<br />Argyle Street, and Justice Street be included in CIP Plan.
<br />
<br />99 - 69 - Public hearing on use permit applications:
<br />
<br />(a) UP-96,12(M)
<br />
<br />HIGHLANDS NEIGHBORHOOD - Request of Gladys B. Hill to
<br />modify a use permit to operate a child care facility at 2605 Elliott
<br />Street.
<br />
<br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to concur with the
<br />recommendation of the Planning Commission that UP-96-12(M) be approved on first
<br />reading, and was adopted by a vote of_6-0-1. (Mr. Griffin abstained due to brother's
<br />employment by applicant.)

<br />(b) UP-99-03
<br />
<br />DOWNTOWN NEIGHBORHOOD - Request of Helena Robinson for
<br />a use permit to operate a child care facility at 2i 15 High Street.
<br />
<br />1. Ms. Helena RObinson, 320 Red Roof Drive, Chesapeake, provided information on
<br /> application.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the
<br />recommendation of the Planning Commission that UP-99-03 be approved on first
<br />reading, and was adopted by unanimous vote.
