MarCh 23, ,1999 <br /> <br /> At a Called Meeting of the City CoUncil on TuesdaY, March 23, 1999, there were <br />present: <br /> <br />Mayor James W. Hoiley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, *P. <br />Ward Robinett, Jr., J. Thomas Berm III, *William E. Moody, Jr., Charles B. Whitehurst <br />Sr., City Manager Ronald W. Massie, City Attorney G. Timothy Oksman. <br /> <br />99 - 65 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the Cit,Yth Council to be held in the Cib <br />Manager's Conference Room 801 Crawford Street, 6 floor, 5:00 p.m., Tuesday, Marci <br />23,1999, for the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into an Executive Session. <br /> <br />By order of the Mayor." <br /> <br />99 - 66 - The following items were discussed in Public Work Session: <br /> <br />1. TRT/Pentran Merger <br /> <br />2. Ebony Heights Report <br /> <br />3. Conditional Zoning (Item 99-43 (b) -4510 Portsmouth Blvd.) <br /> <br />4. Capital Improvement Program <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Whitehurst, to go into Executive <br />Session pursuant to provisions of Section 2.1-344 of the Code of Virginia, to discuss or <br />consider the following: <br /> <br />The acquisition or use of real property for a public purpose as permitted by subsection <br />(A)(3) and the investing of public funds where competition or bargaining is involved <br />where, if made public initially, the financial interest of the City would be adversely <br />affected, as permitted by subsection (A)(6). The subject matter involves real property <br />and investment in Port Norfolk, midtown, and West Norfolk areas of the City. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Whitehurst, pursuant to Section 2.1- <br />344.1 of the Code of Virginia, certifying that to the best of the Council Member's <br />knowledge during the immediately preceding Executive Session of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meetin <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br />Only such public bus~ness matters as were identified in the motion by whic <br />the Executive Session was convened, were heard, discussed or considered <br />in the meeting by the City Council <br /> <br />The motion was adopted by unanimous vote. <br /> <br />On motion, meeting adjourned. <br /> <br />Minutes prepare~d' <br /> <br />victor H.
