MarCh 23, ,1999 At a Called Meeting of the City CoUncil on TuesdaY, March 23, 1999, there were present: Mayor James W. Hoiley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, *P. Ward Robinett, Jr., J. Thomas Berm III, *William E. Moody, Jr., Charles B. Whitehurst Sr., City Manager Ronald W. Massie, City Attorney G. Timothy Oksman. 99 - 65 - The following call for the meeting was read: "Please attend a Called Meeting of the Cit,Yth Council to be held in the Cib Manager's Conference Room 801 Crawford Street, 6 floor, 5:00 p.m., Tuesday, Marci 23,1999, for the purpose of a Public Work Session. In addition, you may consider a motion to go into an Executive Session. By order of the Mayor." 99 - 66 - The following items were discussed in Public Work Session: 1. TRT/Pentran Merger 2. Ebony Heights Report 3. Conditional Zoning (Item 99-43 (b) -4510 Portsmouth Blvd.) 4. Capital Improvement Program Motion by Mr. Griffin, and seconded by Mr. Whitehurst, to go into Executive Session pursuant to provisions of Section 2.1-344 of the Code of Virginia, to discuss or consider the following: The acquisition or use of real property for a public purpose as permitted by subsection (A)(3) and the investing of public funds where competition or bargaining is involved where, if made public initially, the financial interest of the City would be adversely affected, as permitted by subsection (A)(6). The subject matter involves real property and investment in Port Norfolk, midtown, and West Norfolk areas of the City. Motion by Mr. Griffin, and seconded by Mr. Whitehurst, pursuant to Section 2.1- 344.1 of the Code of Virginia, certifying that to the best of the Council Member's knowledge during the immediately preceding Executive Session of the City Council: 1. Only public business matters lawfully exempted from open meetin requirements by the Virginia Freedom of Information Act, and Only such public bus~ness matters as were identified in the motion by whic the Executive Session was convened, were heard, discussed or considered in the meeting by the City Council The motion was adopted by unanimous vote.
