Williams on March 15, 1974; and a copy of his response to me. <br /> <br />sent <br /> <br />to <br /> <br /> The $200,000.00 wi~be used for sewage, streets, etc." <br /> <br /> Motion of Mr~.H~ltey and seconded by Mr. Johnson, to suspend <br />Ralph Reavis to speak, was adopted by unanimous vote. <br /> <br />the rules for Rev. <br /> <br />Mr. Reavis spoke. <br /> <br />City <br /> <br /> 74-131 Motion of Mr. Johnson and seconded by Mr. <br />bid of Portsmouth Marine Terminal for $34,000 for purchase <br />and check in the amount of $5,000 to be returned to bidder, <br /> <br />Motion of Mr. Johnson and seconded by Mr. King, the matter to be referred to the <br />Attorney and a report to be furnished to Council, was adopted by unanimous vote. <br /> <br />King, that the City reject the <br /> of property at Pinners Point <br /> was adopted by unanimous vote. <br /> <br />7~-132 Councilman Burrell R. Johnson presented the following resolution: <br /> <br />"A RESOLUTION EXPRESSING THE SENSE OF COUNEIL THAT IT WOULD BE BENEFICIAL FOR <br />ALL COUNCILMEN AND COUNCIL CANDIDATES TO DISCLOSE THEIR FINANCIAL INTEP~STS. <br /> <br /> WHEREAS, it is the sense of the Council of the City of Portsmouth that efficient <br />and responsive Government is fostered when citizens are knowledgeable as to the back- <br />ground of their elected officials; and <br /> <br /> WHERBAS, it is the sense of Council <br />of candidates for Council is beneficial <br />how to intelligently cast their ballots; <br /> <br />that more complete knowledge of the background <br />to the qualified voters of the City in determinin <br />and <br /> <br /> WHBRBkS, it is ~he belief of the Council that in order to appropriately inform the <br />c[tizentry of the background of councilmen and candidates for Council, all such council- <br />m~_naand~m'~ndidates should fully disclose their financial holdings. <br /> <br /> NOW,THEReFORE, BE <br />that it strongly urges <br />lowing: <br /> <br />IT RESOLVED by the Council of the City <br />that all councilmen and candidates for <br /> <br />of Portsmouth, Virginia, <br />Council disclose the fol- <br /> <br />1. All real estate interests or holdings; <br /> <br />2. All shares of stock or other securities; <br /> <br />3. All interests of greater than 25% in any partnership <br /> or corporate entity. <br /> <br /> BE.IT FURTHER RgSCLVED that all such disclosures should be made in writing ~o the <br />City Clerk by all councilmen on or before April 26, 1974, and between December 1 and <br />December 31 of each year thereafter. <br /> <br /> BE IT FURTHER RESOLVED that all candidates for the office Mayor or councilman <br />shall make such disclosures in writing to the City Clerk on or before April 26, 1974, <br />no later than 10 days prior to the date of any future election for Council or Mayor. <br /> <br />and <br /> <br /> BE IT FURTHER RESOLVED that such disclosure shall substantially set forth an accurat~ <br />description of such real estate as to size and location, and of §uch shares or interests, <br />as to the amount thereof and the entity involved. <br /> <br /> BE IT FURTHER RESOLVED that the disclosure of interests greater than 25% shall also <br />include the names of partners, officers or coprporate directors of such entity. <br /> <br /> BE IT FURTHER RESOLVED that all such disclosures~shall be a matter of public <br />record." <br /> <br />Motion of Mr. Johnson and seconded by Mr. Holley, to adopt the resolution. <br /> <br /> Motion of Mr. Wentz and <br />5th paragraph after the word <br />be required to disclose the above as <br />~esotuti~ as amended,was ad~ed b} <br /> <br />seconded by Mr. Holley, the resolution be amended in the <br />thereafter,"and further that ~11 present councilmen also <br /> of the date of the~ir election to Council."~ ~ <br /> the following vote: <br /> <br />Ayes: Johnson, King, Wentz, Barnes <br />Nays: Holley <br /> <br /> 74-133 - The follswing letter received from Ms. Jenny M. <br />Secretary, North Siesta Garden Club, was presented: <br /> <br />Spring, Corresponding <br /> <br /> "The residents of this area are deeply concerned about the seemingly interminable <br />delay by the City in providing sewage facilities for this small area. We understand from <br />discussion with appropriate City employees, that the delay at presen~ is in obtaining <br />approval of the State Water Control Board.
