253

March 26~ 1974

telephone that at least a Tear will be required for the Board to act. Presumably this
action is necessary because of the possible results upon the sewage disposal facilities.

We have been in the City of Portsmouth for approximately six years and our taxes have
steadily increased during that period with no added facilities or improvements, with the
exception of a few street lights and fire plugs.

During the past winter the excessive rain fall has made it impossible for the septic
systems to work properly. At least fifty percent of the residents'have had to spend con-
~iderable amounts for professional services to drain the tanks.

We consider this matter urgent and request that the city take immediate action to
alleviate the problem.

In addition to the problem for residents we would like to say a few words in behalf
of the owners of-vacant lots. These people are p~evented by the City from building on
their lots because the City has provided no sewage connections. I--~s noted kowever,
that the city continues to ~ollect taxes on this property. Needless to say the owners
have found the sale of these lots virtually impossible.

In view of the problems created by the delay in this matter, it is required that
City Assessor be instructed to withhold any increase in our property assessments until
proper sewage disposal is installed in this area,

the

A prompt reply will be appreciated as it is our intention to pursue this matter with
the Governor and our representatives in the General Assembly if a State Board is respon-
sible for the delay."

Motion of Mr. Johnson and seconded by Mr. King, the matter to be referred to the
City Manager and a report be furnished Council at next meeting, April 9, 19,74 was
adopted by unanimous vote. '

74-134 - Motion of Mr.
executive session prior to
of:

King and seconded by Mr. Wentz, that the Council meet in an
the ne×t regularly scheduled Council meeting for the purpose

(17 Discussing appointments to Boards and Commissions;
(2) Discussing the disposition of City property;
(3) Consultation with Counsel pertaining to legal matters;

was adopted by the following vote:

Ayes: Johnson, King, Wentz, Barnes
Nays: Holley

Motion of Mr. King and seconded by Mr.
APPROVED

Johnson, the meeting adjourned at 9:35 p.m.

City Clerk
