25'1 <br /> <br />March 26, 1974 <br /> <br />74~127 - The £ollowing letters pertaining to swimming pool - Southside were read: <br /> <br />Mr. Alvertus Tyler, President, Southside Assembly - <br /> <br /> "The Southside Neighborhood Assembly hereby requests that a representative of it's <br />organization address the City Council on March 26 in support of the Municipal Finance Com- <br />mission's recommendation that $100,000 of Revenue Sharing funds be used to erect a swimmin <br />pool in Portsmouth." <br /> <br />Mrs. Ellen J. Tanck, 5728 Hawthorne Lane <br /> <br /> 'As a resident of Portsmouth and one very concerned with the Froblems of youth and <br />with the City as a whole, I urge you to adopt the recommendation or-the Municipal Finance <br />Commission re: th~ allocation of funds for a ~wimming pool to be constructed in the <br />Southside area." <br /> <br />Rev. Henry J. Hund, 212 Grayson Street <br /> <br /> "The Municipal Finance Commission has recommended that $100..000 of <br />sharing funds be allocated for a swimming pool to be constructed in the <br />for use in the summer of 1974. <br /> <br />federal revenue <br />Southside area <br /> <br /> I write to ask you :o vote favorably on this matter so that the necessary steps may <br />be taken to insure completion by the target date." <br /> <br />Mr. Alvertus Tyler spoke.* <br /> <br /> Motion of Mr. Holley and seconded by Mr. Wentz, to concur in recommendation of <br />the Municipal Finance Commission. <br /> <br /> Substitute motion of Mr. King and seconded by Mr. Johnson that the Recreation Com- <br />mission survey the City as to how many swimming pools may be needed and the estimated cost <br />of each pool; if swimming pool in Southside approved, consideratioL be given to cover pool <br />so it c~n be used the entire year, was adopted by the following vote: <br /> <br />Ayes: Johnson, King, Wentz, Barnes <br />Nays: Holley <br /> <br />~M~.?Tyle~ presented the following petition: <br /> <br /> "We, the undersigned petition the City Council of Portsmouth, Virginia, to accept the <br />recommendation of the Municipal Finance Commission that $100,000 of federal revenue sharin <br />funds be allocated for the construction of a swimming pool in the Southside area of the <br />City, and that this pool be completed for use in the summer of 1974. Signed by Jimmy <br />Parker, 329 Randolph Street" <br /> <br /> 74-128 - The following request to speak received from George R. Walker, 1749 <br />Spratley Street, was read: <br /> <br /> "Pursuant to Council Gag Rules 2-15.1 and 2-2.4. it is requested that my name be <br />placed on the agenda of the meeting of the City Council to be held on Tuesday, March 26, <br />1974 to re-state the basic and most important questions form~ally presented to Council at <br />its 8 January, 1974 meeting concerning the official responsibilities of the new City <br />Manager pertaining to his. relationship with the Department of Public Safety, and other <br />questions received by Council for information and unanswered to-date." <br /> <br />Mr. Walker spoke. <br /> <br /> 74-129 The following letter received from the City Assessor's Office was read: <br /> "Re: Clar~ Louie A. & Livesay, J~S., Jr.,Trs.,Prop.Add: 1228 & 1232 County Street. <br /> 'Through an error chargeable ~o this office an erroneous assessment was made on sub- <br />ject property for the 3rd quarter of 1973-74. <br /> <br />Therefore, by councilmatic action, it is necessary to rebate the owner the following: <br /> <br />3rd Qtr. 73-74 $11.47 <br />3rd Qtr. 73-74 $16.79 <br /> <br />Total amount to property owner $28.26." <br /> <br /> Motion of Mr. King and seconded by Mr. Johnson that the refund of $28.26 be granted, <br />was adopted by the following vote: <br /> <br />Ayes: Johnson, King, Wentz, Barnes <br />Nays: Holley <br /> <br /> 74-130 The following letter received from Rev. Ralph Reavis, President, Black Urban <br />Developers, Inc. (BUD), was read: <br /> <br /> "I am writing to you as the Mayor of <br />ask for your support in helping us get an <br />lng Program~ <br /> <br />of our City and leader of <br />allocation of $200,000.00 <br /> <br />the City Council, to <br />from the Revenue Shar- <br /> <br /> Those of us in Black Urban Developers, Inc., feel that we deserve this allocation <br />because we are trying to revitalize the Twin Pines Area of our city through a process of <br /> <br /> <br />
