We are aware of similar endeavors in <br />other Virginia municipalities and might become the first Ko succeed in accomplishing this <br />tak. We pushed forward at home and with our colleagues working on a metropolitan housing <br />plan at the Southeastern Virginia Planning District Commission. During this period, we <br />cooperated in the CPM Program generated by a Federal grant f~m the U. S. Department of <br />Housing and Urban Development. Our error.ts contributed to funding of the one-third local <br />share of this joint governmental project; and our contributions to "THE STATE OF THE CITY" <br />document have been acknowledged by the CPM Task Force. <br /> <br /> Our agreement calls for publication of this booklet of Bench Mark data. Chapter [ <br />is &esigned to set the stage for consideration of housing in Portsmouth by ~lancing at <br />this feature of Virginia &nd housing patterns in our metropolitan area. Chapter II is <br />a compendium of Portsmouth housing data. Chapter III discusses trends. Chapter IV is a <br />report on critical areas where essential information has not yet been uncovered. Work in <br />this area demonstrated complexity of preparing a Comprehensive Plan Housing Element. This <br />Commission has responsibilities assigned for extending its research. Between gaps outline <br />in Chapter IV and our program for 1974-75, as found in the appendix, the Commission's <br />schedule is geared to a working conference per month. While individual Commissioners are <br />not optimistic over prospects of coming up with solutions to problems of housing for in- <br />digent families in this calamitous time, the Commission does collectively accept its <br />assignment. City officials across America are coping with simila~ problems, and their <br />collective efforts may stimulate legislative action at the State and Natioaal levels." <br /> <br /> Motion of Mr. Johnson and seconded by Mr. Wentz, to Be received as information, <br />was adopted by unanimous vote. <br /> <br /> 74-126 - The following letter received from Mrs. CatherimFortineau, President, <br />Portsmouth Welfare Rights Organization, was read: <br /> <br /> "We the members of the Portsmouth WRO request permission to appear before you at <br />your next Council meeting, hopefully Tuesday, March 26, 1974, is your next meeting. <br /> <br /> We wan~.tto discuss the horrible, conditions those who can help themselves the less <br />in this city are being forced to live under since being transferred from the Welfare Rolls <br />to Social Security Supplemental Income (SSI) Rolls. <br /> <br /> It is our sincere prayer you gentlemen will be able to offer help for these people. <br /> <br /> Perhaps you gentlemen are not aware of the persons that were transferred from Welfare <br />Rolls; they are those people that are 65 years of age and over, total and permanentally <br />disabled and blind. <br /> <br />We will appear in your office tomorrow morning (March 20, 1974) to receive your <br /> <br /> Motion of Mr. King and seconded by Mr. Johnson, the matter to be deferred until next <br />meeting of Council,(April 9, 1974), and advise Mrs. Fortineau of same, was adopted by <br />unanimous vote. <br /> <br /> <br />
