249 <br /> <br />March 26, 1974 <br /> <br /> It is requested that the City Council authorize the Finance Director to provide <br />the necessary funds to PPIC for-~o:~truc~ion, equipment costs and all related fees <br />for the terminal facility. This project will be financed with revenue-producing bonds <br />authorized on voter referendum of November 3, 1970. PPIC will make annual payments <br />to the City for retirement of debt through a lease previously executed between the <br />City and Portsmouth Port and Industrial Commission.n <br /> <br /> Motion of Mr. Johnson and seconded by Mr. King, that request be granted, was adopted <br />by unanimous vote. <br /> <br /> Motion of Mr. King and seconded by Mr. Johnson, to authorize the PPIC to award con- <br />tracts to the three acceptable low bidders for dredging, wharf construction~ and storage <br />area construction; also, that the City Council authorize the Finance Director to provide <br />the necessary funds to PPIC for construction, equipment costs and all related fees for <br />the terminal facility, was adopted by unanimous vote. <br /> <br /> 74-125 - "Please accept my resignation as City Manager, City of Portsmouth, Virginia <br />effective midnight, March 31, 1974. The appointment of Phin Horton to the position <br />of City Manager becomes effective April 1, 1974 and I am to return to my former position <br />as Assistant to the City Manager on that date. <br /> <br /> I sincerely appreciate the full support given me by all members of the Portsmouth <br />City Council and employees of the City of Portsmouth during the two-month period that <br />I served the City as its City Manager. I look forward to working with the City Council, <br />new City Manager and City empI6Fees in the future in the same position previously held <br />by me." <br /> <br /> Motion of Mr. Johnson and seconded by Mr. King, to accept H. M. Myers, Jr., City <br />Manager, resignation with regre~s and thank him for his service for the past two months, <br />was adopted by unanimous vote. <br /> <br /> 74-124 - The City Manager requested that report to be furnished by him regarding <br />drainage problem in the 2700 block of Turnpike Road to be deferred ms the report is zn- <br />complete at this time. <br /> <br /> Motion of Mr. Johnson and seconded by Mr. Wentz, to concur in this request, was <br />adopted by unan&maus vote. <br /> <br />- UNFINISHED BUSINESS <br /> <br /> 74-95 - The following ordinance approved on first reading at last meeting, was <br />taken up and read: <br /> <br />"AN ORDINANCE CLOSING A PORTION OF PHILLIPS AVENUE WEST OF WATSON STREET." <br /> <br /> On motion O} Mr. Holley and seconded by Mr. Johnson, the ordinance was adopted, and <br />by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Wentz, Barnes <br />Nays: None <br /> <br /> 74-96 - The following ordinance approved on first reading at last meeting, was <br />taken up and read: <br /> <br />"AN ORDINANCE CLOSING A PORTION OF HAWKINS STREET BETWEEN COL~4BIA STREET <br />AND SOUTH STREET." <br /> <br /> On motion of Mr. Johnson and seconded by Mr. Wentz, the ordinance was adopted, and <br />by the following vote: <br /> <br />Ayes: Holley, G6hnson, King, Wentz, Barnes <br />Nays: None <br /> <br /> 74-97 The following ordinance approved on first reading at last meeting, was <br />taken up and read: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, BY <br />AMENDING SECTION 26-S2 THEREOF BY ADDING THERETO A NEW SUBSECTION NUMBERED <br />26-32(3) PERTAINING TO THE PORTSMOUTH SUPPLEMENTAL RETIREMENT SYSTEM." <br /> <br /> Motion of Mr. King and seconded by Mr. Wentz, the ordinance to be deferred until <br />next meeting, April 9, 1974, was adopted by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Wentz, Barnes <br />Nays: None <br /> <br /> 74-98 The following ordinance approved on first reading at last meeting, was <br />taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $47,000 IN THE FEDERAL REVENUE SHARING TRUST <br />FUND FOR PUBLIC SAFETY (EMERGENCY AMBULANCE SERVICE)." <br /> <br /> <br />
