248 <br /> <br />March 26, 1975 <br /> <br /> On motion of Mr. King and seconded by Mr. Wentz, the following ordinance was approved <br />on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEN~ SECTION 19 OF THE CLASSIFICATION AND PAY PLAN OF THE <br />CITY OF PORTSMOUTH, 1973-74, PERTAINING TO SALARY OF THE CITY B~NAGER." <br /> <br />Ayes: Holley, Johnson, King, Wentz, Barnes <br />Nays: None <br /> <br /> 74-121 "I submit the attached ordinance and recommend it be placed on first <br />reading. Their recommendation <br />for acceptance of the second low bid on wharf construction was due to the fact that <br />General Ma~ine Construction Company, Inc., was just formed in September, 1975 and lacks <br />the record of experience necessary to demonstrate an ability to complete the project <br />within the time limits specified. <br /> <br />The acceptable bids are listed as follows: <br /> <br />(1) Dredging <br /> <br />Norfolk Dredging Company <br /> <br />$1,166,950 <br /> <br />(2) Wharf Construction <br /> <br />Tidewater Construction Corporation <br /> <br />$2,212,700 <br /> <br />(3) Storage Area Construction <br /> <br />E.
