<br /> On motion of Mr. King and seconded by Mr. Wentz, the following ordinance was approved
<br />on first reading, and by the following vote:

<br />"AN ORDINANCE TO AMEN~ SECTION 19 OF THE CLASSIFICATION AND PAY PLAN OF THE
<br />CITY OF PORTSMOUTH, 1973-74, PERTAINING TO SALARY OF THE CITY B~NAGER."

<br /> 74-121 "I submit the attached ordinance and recommend it be placed on first
<br />reading. This amends Section 31-91 of the Fire and Police Retirement System by
<br />deleting the City Manager from this retirement system.
<br />
<br /> The ordinance also amends Section 51-1 of the Supplemental Retirement System
<br />to make it effective for all persons regularly employed in the service of the City
<br />on a full-time permanent basis except those designated by City Council to be under
<br />other retirement systems.
<br />
<br /> The incoming City Manager has elected to be placed under the International City
<br />Managers Association retirement club for retirement benefits rather than either of the
<br />City's retirement systems."

<br /> These bids have been reviewed by our Consulting Engineers, Parson, Brinckerhoff,
<br />Quade and Douglas/Langley, McDonald and Overman, and they have recommended that the
<br />low bids be accepted for dredging and storage area construction. Their recommendation
<br />for acceptance of the second low bid on wharf construction was due to the fact that
<br />General Ma~ine Construction Company, Inc., was just formed in September, 1975 and lacks
<br />the record of experience necessary to demonstrate an ability to complete the project
<br />within the time limits specified.
