This requests the Virginia Alcoholic Beverage Control Board to allow <br />the sale of alcoholic beverages in the City until 2:00 a.m., Monday through Saturday <br />during the period of Daylight Saving Time. <br /> A similar resolution was submitted to the Board last year and approved. Sale <br />of alcoholic beverages in the City is now permitted only until 1:00 a.m." <br /> On motion~of Mr. Smith and seconded by Mr. Johnson, the following resolution was <br />adopted, and by the following vote: <br /> <br /> "A RESOLUTION REQUESTING THE VIRGINIA ALCOHOLIC BEVERAGE CONTROL BOARD TO <br /> ALLOW THE SALE OF ALCOHOLIC BEVERAGES IN THE CITY OP PORTSMOUTH UNTIL TWO <br /> A.M. MONDAY THROUGH SATURDAY DURING THE PERIOD OP DAYLIGHT SAVING TIME. <br /> WHEREAS, the sale of alcoholic beverages in the City of Portsmouth is now permitted <br />until One A.M. during the period of daylight saving time; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth desires that the sale of such <br />beverages be allowed until Two A.M. on Monday through Saturday during the period of <br />daylight saving time. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br /> that the Virginia Alcoholic Beverage Control Board be and hereby is strongly urged <br /> to permit the sale of alcoholi~ beverages in the City of Portsmouth until Two A.M. <br /> on Monday through Saturday during the period of daylight saving time. <br /> <br /> BE IT PURTHER RESOLVED, that the City Clerk be, and he hereby is, directed to <br /> forward a copy of this resolution to the Virginia Alcoholic Beverage Control Board." <br /> <br /> Ayes: Early, Holley, J~hnson, King, Smith, Wentz, Barnes <br /> Nays: None <br /> <br /> 74-140 - "The attached resolution is submitted for your consideration and I recomme~ <br /> its adoption. This establishes a deferred payment plan for certain City employees <br /> and authorizes the City Manager to execute a master trust agreement with ICMA Retirement <br /> Corporation. This also authorizes the'City Manager to execute deferred compensation <br /> agreements. <br /> <br /> The City Manager has elected to be placed under the ICMA Retirement Corporation <br /> for retirement benefits rather than either of the City's retirement systems and these <br /> agreements are necessary to make these benefits effective." <br /> <br /> On motion of Mr. King and seconded by Mr. Smith, the following resolution was <br /> adopted, and by the following vote: <br /> <br /> "A RESOLUTION ESTABLISHING A DEFERRED COMPENSATION PLAN FOR CERTAIN <br /> ELIGIBLE EMPLOYEES AND AUTHORIZING AND DIRECTING THE CITY MANAGER TO <br /> EXECUTE A MASTER TRUST AGREEMENT WITH THE INTERNATIONAL CITY ~ANAGEMENT <br /> ASSOCIATION RETIREMENT CORPORATION AND FURTHER TO AUTHORIZE THE CITY <br /> MANAGER OR MAYOR TO EXECUTE DEFERRED COMPENSATION EMPLOYMENT AGREEMENTS <br /> WITH ELIGIBLE EMPLOYEES. <br /> <br /> WHEREAS, the City of Portsmouth, Virginia has in its emplo~ certain administrative <br /> professional and technical personnel; and <br /> <br /> WHEREAS, said employees are and will be rendering valuable services to the City; <br /> and <br /> <br /> WHEREAS, the <br />Plan for the said <br />to said ~Ptoyees <br />ration; and <br /> <br /> WHEREAS, said <br />other existing and <br />mobility; and <br /> <br />City has considered the establishment of a Deferred Compensation <br />employees, such plan having been made available to the City and <br />by the International City Management Association Retirement Corpo- <br /> <br />employees often are unable to acquire retirement security under <br />available retirement plans due to the contingencies of employment <br /> <br /> WHEREAS, the City of Portsmouth, Virginia, receives benefits under said plans <br />by being able to assure reasonable security to said employees, by being more able <br />to attract competent personnel to its service, and by increasing its flexibility in <br />personnel management through elimination of the need for continued employment for <br />the sole purpose of allowing an employee to qualify for retirement benefits. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that a Deferred Compensation Plan be established for certain eligible employees and <br />that the City Manager is hereby aufhorized and directed to execute a Master Trust <br />Agreement with the International City Management Association Retirement Corporation, <br />such Trust Agreement being attached hereto as "Exhibit A"; and <br /> <br /> BE IT FURTHER RESOLVED that the City Manager may, on behalf of the City of Portsmot <br />Virginia, execute all Deferred Compensation Employment Agreements which are necessary <br />for said persons to participate in the plan and that in the instance of the City Manager <br />such agreement shall be executed by the Mayor." <br /> <br />d <br /> <br /> <br />
