275 <br /> <br />April 23, 1974 <br /> <br />The original motion, to approve on first reading, was adopted by the following vote: <br /> <br />Ayes: Johnson, King, <br />Nays: None <br />Abstaining: Early, Wentz <br /> <br />Smith, Barnes <br /> <br /> 74-161 - The following request to speak received from AlVertus Tyler, President, <br />Southside Neighborhood Assembly, was read: <br /> <br /> "This is to request that the names of Mr. Alvertus Tyler and Mr. Ernest Hardie <br />be added to the agenda of the next regular City Council meeting to speak in regards to <br />the Swimming Pool recommendation to the City Council by the Finance Commission." <br /> <br />Mr. Hardie spoke <br /> <br /> The following letter was received from Mrs. Dorothy P, Evans, Executive Director, <br />and Mrs. Estelle Hornstein, President, Child and Family Service, Travelers Aid, Inc.: <br /> <br /> "The Board of Directors of Child & Family Service ~ Travelers Aid, Inc. has instructed <br />me to convey to the City Council their support of a proposed swimming pool and supervised <br />recreation facility to be built with Revenue 'Sharing funds and to be located in Southside. <br />As you may recall the pool formerly located at the Beasley Boys Club is no longer in <br />service, but was well attended when open. <br /> <br /> Child & Family Service in conjunction with the Portsmouth MentalL Health & Mental <br />Retardation Services Board has operated an outreach program to provide mental health <br />service in this area. The outreach workers report they are encountering families with a <br />large number of chiIdren living in this area without sufficient recreational facilities. <br />Many of these people are economically unable to prov{de camping experiences of memberships <br />in private clubs as ~n some of the more affluent sections of the city. The Board wishes <br />to endorse its support not only for ameliorative services but those that provide for its <br />citizens opportunities to develope through wholesome leisure activities." <br /> <br />NEW BUSINBSS <br /> <br /> 74-176 Letter concerning tennis courts in the City written by John T. Bolling, <br />President, Portsmouth Tennis Patrons Association, Inc. Bxhibit 74-176[ <br /> <br />Letter received from Miss Sara A. Stublen, 303 Snead Fairway Bxhibit 74-176 <br /> <br /> Motion of Mr. Early and seconded by Mr. King, the matter to <br />Parks a~d Recm~ation Commission for study and report to Council <br />unanimous vote. <br /> <br />be referred to the <br /> May, was ~dopted by <br /> <br /> 74-173 The following request to speak received from George R. Walker, 1749 <br />Spratley Street, was read: <br /> <br /> "~fl~suant to Council Gag Rules 2-15.1 and 2-24, it is requested that my name be placed <br />on the agenda of the subject meeting of the Portsmouth City Council to address the City <br />Manager's new organization as it pertains to the Department of Public Safety and the 1974- <br />75 Budget Guide." <br /> <br />Mr. Walkem spoke. <br /> <br /> 74-178 The following letter received from A. P. Johnson, Jr., former City Manager, <br />was read: <br /> <br /> "I hereby tender my resignation as a member of the Southeastern Virginia Planning <br />District Commission effective immediately~ <br /> <br /> I also wish to resign from any other Boards and Commissions of which I have been a <br />member." <br /> <br /> Motion of Mr. Johnson and seconded by Mr. Wentz, to accept Mr. Johnson's resignation <br />from SVPDC and other Boards and Commissions~ W~h ~e~r~ts, was adopted'unanimously. <br /> <br /> 74-179 The following request for representative to speak received from Southdale <br />Civic League, was read: <br /> <br /> "We, the member of the Southdale Civic League, request placement on the agenda for <br />City Council meeting, Tuesday, April 23rd. ~t that time we wish to present a petition <br />signed by 45 neighbors that comprise the Southdale Civic League. We will have a spokes- <br />man for our League (Danny Thornton). The petition is an effort to completely eliminate <br />an intolerable drainage problem, hopefully by the installation of curbs and gutters.' <br /> <br />Mr. Danny Thornton, 1033 MartSn Avenue spoke and presented the following petition: <br /> <br /> "We, the members of the Southdale Civic League, hereby petition the Portsmouth City <br />Council in effort to obtain curbs and gutters for our community. Some of the names on <br />this petition appeared on a similar one over a decade ago. The streets of Southdate are <br />plaqued with open ditches usually filled with stagnated-mosquito infested water that has <br /> <br /> <br />
