That the Governor be, and he hereby is, requested to authorize the establishment <br />of a pilot program for the delivery of integrated human services in the City of Portsmouth <br /> <br /> 2. That the Governor is further requested to alter and amend the rules and regulatio]s <br />of State agencies under his control to allow for the proper functioning of this pilot <br />program. <br /> <br /> 5. That the Governor is further requested to make all necessary requests for excep- <br />tions and variances from rules promulgated by agencies of the federal government where <br />such exceptions and variances prove to be essential to the proper operation of the pilot <br />program. <br /> <br /> 'A~hs:U ~a=ly, Johnson, King, Smith, Wentz, Barnes <br /> Nays: None <br /> <br /> 74-171 "The attached resolution is submitted for your consideration and I recommend <br />its adoption. This authorizes me to serve the unexpired portion of the term of the <br />former City Manager as a Commissioner of the Southeastern Virginia Planning District <br />Commission." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following resolution was <br />adopted, and by the following vote: <br /> <br /> "A RESOLUTION APPOINTING THE CITY MANAGER, PHIN HORTON, AS A MEMBER OF THE <br /> SOUTHEASTERN VIRGINIA PLANNING DISTRICT COMMISSION FOR THE UNEXPIRED PORTION <br /> OF THE TERM OF THE FORMER CITY MANAGER. <br /> <br /> WHEREAS, Article 2, Section 5, of the Charter Agreement of the Southeastern Virginia <br />Planning District Commission requires that vacancies on said commission shall be filled <br />for the unexpired portion of a term; and <br /> <br /> WHEREAS, the former City Manager having resigned has created a vacancy on said <br />commission for a term to expire July 1, 197S. <br /> <br /> NOW, THEREFOR£, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that in accordance with Article 2, Section $ of the Charter Agreement of the Southeastern <br />Virginia Planning District Commission the City Manager, Phin Horton, is hereby appointed <br />a member of said commission for the unexpired portion of the term e~ding Jul~ 1, 197S." <br /> <br /> Ayes: Early, Johnson, King, Smith, Wentz, Barnes <br /> Nays: None <br /> <br /> 74-172 "The attached resolution is submitted for your consideration and I recommend <br />its adoption. This makes provision for the ratification and reaffirmation of the "Charge <br />of the Human Resources Council" by the Portsmouth City Council. <br /> <br /> It is recognized that the charge or purpose of the Human Resources Council may <br />be established by and within the administrative discretion of the City Manager. However, <br />it is requested that the City Council examine said charge and ratify and reaffirm the <br />same." , <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following resolution was <br />adopted, and by the following vote: <br /> <br /> "A RESOLUTION RATIFYING AND REAFFIRMING THE CHARGE OF THE HUMAN RESouRCES · <br /> COUNCIL. <br /> <br /> WHEREAS, the City Manager is responsible for developing, implementing, coordinating <br />and delivering human resource programs for the citizens of the City of Portsmouth; and <br /> <br /> WHEREAS, in order to increase the City'Manager's ability to carry out said responsibi ity, <br />a Human Resources Council has been established; and <br /> <br /> WHEREAS, the Human Resources Council has been established as an interdisciplinary <br />group consisting of governmental and non-governmental membership to identify and describe <br />human needs and those resources necessary go satisfy them and to analyze alternate organi-. <br />zational structures and funding sources toiassure the most advantageous source selection; <br />and <br /> <br /> WHEREAS, the Council recognizes that the charge or purpose of the Human Resources <br />Council may be established by and within the administrative discretion of the City Manager; <br />and <br /> <br /> <br />
