This authorizes and directs the City Attorney to institute eminent domain <br />proceedings pursuant to Chapter 471 of the Acts of Assembly of 1970 on property neces- <br />sary for the widening of Airline Boulevard. The City has been unable to purchase the <br />property described herein for the following reasons: <br /> <br />(1) <br /> <br />The owners-of'~he property and the City have not been able to agree <br />on the price for the property. <br /> <br />(2) The City has been unable to locate certain owners of said property. <br /> <br />(3) Status of the title of the said property. <br /> <br /> The advancement of the work for the widening of Airline Boulevard near its intersec- <br />tion with Victory Boulevard will be delayed unreasonably if the property is not made <br />available soon." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Early, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION TO PROVIDE FOR THE ACQUISITION OF CERTAIN PROPERTY OF THE <br />CITY OF PORTSMOUTH, VIRGINIA UNDER THE EMINENT DOMAIN PROCEEDINGS PURSUANT <br />TO CHAPTER 471 OF THE ACTS OF ASSEMBLY OF 1970, AS AMENDED, SAID PROPERTY <br />BEING NECESSARY FOR THE WIDENING OF AIRLINE BOULEVARD NEAR ITS INTERSECTION <br />WtrH VICTORY BOULEVARD. <br /> <br /> WHEREAS, the City of Portsmouth has found it necessary to acquire the interest <br />hereinafter specified in and to the hereinafter described parcel of land situate in <br />the City of Portsmouth, Virginia, for the purpose of widening Victory Boulevard; and <br /> <br /> WHEREAS, the City of Portsmouth has not been able to purchase the property described <br />herein, necessary to the project, because the owners thereof and the City have not <br />been able to agree upon the price to be paid therefor, or the City has not been able <br />to locate certain of the owners or because of the status of the title of the property; <br />and <br /> <br /> WHEREAS, advancement of the work and use of said project will be delayed unreasonabl' <br />if the said property is not made available as soon as possible. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br /> 1. The City Attorney is directed to institute eminent domain proceedings, employing <br />special counsel for that purpose if he deems it advisable, against the following property <br />situate in the City of Portsmouth, for the purpose of acquiring fee simple title therein, <br />together with any and all easements of access, light or air incident to the lands of <br />the landowner abutting upon said property, in accordance with and pursuant to Sections <br />2.06, 2.07 and 2.08 of the Charter of the City of Portsmouth (Chapter 471 of the Acts <br />of Assembly of 1970, as amended), and to deposit to the credit of the court as provided <br />by law. thesum hereafter specified 'to compensate the owners of the parcel of land, <br />as shown on that certain plat entitled, "Billups Eastern Petroleum Company," dated <br />May 21, 1973, a copy of which is filed with the Department of Engineering of the City <br />of Portsmouth, Virginia. <br /> <br /> Name <br />Amerada Hess Corporation <br /> <br />Amount <br />$17,361.OO" <br /> <br />Ayes: Early, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 74-170 - "The attached resolution is submitted for your consideration and I recommen. <br />its adoption. This requests the Governor of Virginia to authorize the City of Portsmouth <br />to establish and implement a pilof program for the Integrated Delivery of Human Services. <br />The General Assembly of Virginia has enacted legislation which empowers the Governor <br />to authorize a limited number of pilot programs which would provide for the Integrated <br />Delivery of Human Services. However, no such program may be authorized unless requested <br />from the Governor by the governing body. <br /> <br /> In the event the Governor acts favorably upon this request, then the City would <br />be eligible for funding of Human Services programs under the Integrated Grants Administra <br />tion through the Federal Regional Council." <br /> <br /> On motion of Mr. King and seconded by Mr. <br />adopted, and by the following vote: <br /> <br />the <br />the <br /> <br />Smith, -the following resolution was <br /> <br /> '~ RESOLUTION REQUESTING THE GOVERNOR OF VIRGINIA TO AUTHORIZE THE CITY OF <br /> PORTSMOUTH TO ESTABLISH AND IMPLEMENT A PILOT PROGRAM FOR THE INTEGRATED <br /> DELIVERY OF HUMAN SERVICES. <br /> <br />WHEREAS, the General Assembly of Virginia, has enacted legislation which empowers <br />Governor to authorize a limited number of pilot programs which would provide for <br />integrated delivery of human services; and <br /> <br /> <br />
