272 <br /> <br /> WHEREAS, the City Manager has requested that the Council examine said charge and <br />ratify and reaffirm the same. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that it <br />hereby ratifies and reaffirms that a Human Resources Council is established and should <br />be charged with the responsiblity of identifying and describing human needs and those <br />resources necessary to satisfy them and to analyze alternate organizational structure <br />and funding sources to assure the most advantageous source selection. <br /> <br /> BE IT FURTHER RESOLVED by enactment of this resolution, the Council is attempting <br />to aid the city manager in developing, implementing, coordinating and delivering human <br />resource programs to the citizens of Portsmouth." <br /> <br />Ayes: Early, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 74-173 "Bids were received on April 4, 1974, for construction of a two-company <br />fire station at the northeast corner of Elm Avenue and Portsmouth Boulevard. Six bids <br />were submitted for this project as follows: <br /> <br />(1) Shirley Construction Corp. $204,000 <br />(2) Carr Construction Corp. $204,984 <br />(3) J. L. Smith Corp. $214,193 <br />(4) G. L. Kline & Son, Inc. $214,270 <br />(5) Garnett H. Slate $215,140 <br />(6) R. C. Hudson ~ Assoc., Inc. $229,150 <br /> <br /> This project is in the Capital Improvements Program for construction during 1972- <br />73 with a total estimated cost of $200,000. The total cost of the project will approxima~ <br />$250,000 which includes land, building, furnishings, engineering, architectural and <br />inspection fees. <br /> <br /> This is a request that the City Council authorize and direct the City Manager to <br />enter into a contract with Shirley Construction Corporation, the low bidder, for construc <br />tion of this fire station." <br /> <br /> Motion of Mr. Smith and seconded by Mr. King, to concur with the request of the <br />City Manager, was adopted by unanimous vote. <br /> <br />- UNFINISHED BUSINESS <br /> <br /> 74-157 - The following resolution, commending Mr. William J. O'Brien, Jr., City <br />Attorney, was presented: <br /> <br />"A RESOLUTION COMMENDING WILLIAM J. O'BRIEN, JR. FOR SERVICES TO THE CITY <br />OF PORTSMOUTH <br /> <br /> WHEREAS, William J. O'Brien, Jr. will resign as City Attorney for the City of Ports- <br />mouth on May S, 1974, after serving as Assistant City Attorney for two and one-half years <br />and as City Attorney for two years and four months. <br /> <br /> [CHEREAS, the Said William J. O'Brien, Jr. has been a devoted and loyal public servan <br />and <br /> <br /> ~ERPAS, this service demanded a great deal of time and effort on the part of Willia~ <br />J. O'Brien, Jr. in addition to his regular duties as City Attorney; and <br /> <br /> WHEREAS, many worthwhile projects for the entire City were accomplished by the <br />City during these years of unselfish service by William J. O'Brien, Jr. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />in session assembled on this 23rd day of April, 1974, that the valuable contribution <br />to the progress of the City made by William J. O'Brien, Jr. through his years of service <br />as City Attorney be acknowledged with sincere gratitude. <br /> <br /> BE IT FURTHER RESOLVED that a copy of this resolution be presented to William <br />J. O'Brien, Jr. as a token of the esteem in which he is held by the people of this <br />City, and that it be made a part of the permanent records of the City Council." <br /> <br /> On motion of Mr. Smith and seconded by Mr. King, the resolution was adopted, and <br />by the following vote: <br /> <br />Ayes: Early, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />Mayor Barnes presented Mr. O'Brien with a copy of the resolution. <br /> <br /> 74-135 The following ordinance, approved on first reading at Public Hearing <br />meeting, April 8, 1974, was taken up and read: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 74-3" <br /> <br /> <br />
