28i May 1~. 1Q74 "AN ORDINANCE TO APPROPRIATE $30,500 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR THE CONSIRUCTION OF A b~INTENANCE-CONCESSION BUILDING WITHIN THE PARK VIEW CONSERVATION PROJECT." Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes Nays: None Motion of Mr. Smith and seconded by Mr. Johnson, that the contract be awarded to Garnett H. Slate, being low-bidder, ~n~the amount of $27,000~ was adopted by the followin vote: Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes Nays: NOne 74-193 "The attached resolution is submitted for your consideration and I recom- mend its adoption. This authorizes and directs the City Manager to institute a Standards and Goals Pilot Project in conjunction with the Law Enforcement Assistance Administration This program will contribute significantly to the achievement of high standards of law enforcement and criminal justice within the City~ Approval of this program has been recommended by the Chief of Police." On motion of Mr. Smith and seconded by Mr. Johnson, the following resolution was adopted, and by the following vote: "A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO INSTITUTE A STANDARDS AND GOALS PILOT PROJECT IN CONJUNCTION WITH THE LAW ENFORCEMENT :~AMSISTANCE ADMINISTRATION. - WHEREAS, available to and the LaTM Enforcement Assistance Administration has made certainfunds support a limited number of standards and goals demonstration projects; WHEREAS, cognizant law enforcement and Criminal Justice Officials of the City of Portsmouth have recommended the institution of such a project within the city; and WHEREAS, it is the sense of the Council of the City of Portsmouth, Virginia, that such a project in Portsmouth is feasible and would contribute significantly to the achievement of higher standards of law enforcement and criminal justice within the City. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that the City Manager on behalf of the City of Portsmouth is directed and authorized to institute a standards and goals project within the Portsmouth Police Department with the support and cooperation of the Law Enforcement Assistance Administration subject to the supervision and direction of the City Manager or his designated represent ative." Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes Nays: None 74-'194 - "Through an erroneous assessment made by the City Assessor's Office on Lots 2 and 4, Block 81, on Race Street, it is necessary to rebate the owner, Virginia T. Cooke, the following: 1971-72 (All 4 quarters) $ 4.95 1972-73 (All 4 quarters) 4.95 1973-74 (Ail 4 quarters) 4.95 TOTAL $14.85 This is to request authorization for the City Assessor to rebate and refund to the owner $14.85 in taxes levied and paid on the erroneous assessment."
