28i <br /> <br />May 1~. 1Q74 <br /> <br />"AN ORDINANCE TO APPROPRIATE $30,500 FROM THE GENERAL CAPITAL IMPROVEMENT <br />FUND FOR THE CONSIRUCTION OF A b~INTENANCE-CONCESSION BUILDING WITHIN THE <br />PARK VIEW CONSERVATION PROJECT." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> Motion of Mr. Smith and seconded by Mr. Johnson, that the contract be awarded to <br />Garnett H. Slate, being low-bidder, ~n~the amount of $27,000~ was adopted by the followin <br />vote: <br /> Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br /> Nays: NOne <br /> <br /> 74-193 "The attached resolution is submitted for your consideration and I recom- <br />mend its adoption. This authorizes and directs the City Manager to institute a Standards <br />and Goals Pilot Project in conjunction with the Law Enforcement Assistance Administration <br /> <br /> This program will contribute significantly to the achievement of high standards <br />of law enforcement and criminal justice within the City~ <br /> <br /> Approval of this program has been recommended by the Chief of Police." <br /> <br /> On motion of Mr. Smith and seconded by Mr. Johnson, the following resolution was <br />adopted, and by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO INSTITUTE A <br /> STANDARDS AND GOALS PILOT PROJECT IN CONJUNCTION WITH THE LAW ENFORCEMENT <br />:~AMSISTANCE ADMINISTRATION. - <br /> <br /> WHEREAS, <br />available to <br />and <br /> <br />the LaTM Enforcement Assistance Administration has made certainfunds <br />support a limited number of standards and goals demonstration projects; <br /> <br /> WHEREAS, cognizant law enforcement and Criminal Justice Officials of the City <br />of Portsmouth have recommended the institution of such a project within the city; <br />and <br /> <br /> WHEREAS, it is the sense of the Council of the City of Portsmouth, Virginia, <br />that such a project in Portsmouth is feasible and would contribute significantly to <br />the achievement of higher standards of law enforcement and criminal justice within <br />the City. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia <br />that the City Manager on behalf of the City of Portsmouth is directed and authorized <br />to institute a standards and goals project within the Portsmouth Police Department <br />with the support and cooperation of the Law Enforcement Assistance Administration <br />subject to the supervision and direction of the City Manager or his designated represent <br />ative." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 74-'194 - "Through an erroneous assessment made by the City Assessor's Office <br />on Lots 2 and 4, Block 81, on Race Street, it is necessary to rebate the owner, Virginia <br />T. Cooke, the following: <br /> <br />1971-72 (All 4 quarters) $ 4.95 <br />1972-73 (All 4 quarters) 4.95 <br />1973-74 (Ail 4 quarters) 4.95 <br /> <br />TOTAL $14.85 <br /> <br /> This is to request authorization for the City Assessor to rebate and refund to <br />the owner $14.85 in taxes levied and paid on the erroneous assessment." <br /> <br /> Motion of Mr. Smith and seconded by Mr. Johnson, ~hat the refund in the amount of <br />$14.85 be granted, was adopted by the following vote: <br /> <br />Ayes: Early, Johnson, King, Smith, Wentz, Barnes <br />Nays: Holley <br /> <br /> <br />
